Capital Planning Manager Rockland Trust is seeking a skilled and forward-thinking Capital Planning Manager to lead our capital management initiatives. This role is central to ensuring that the bank maintains a strong and sustainable capital position in alignment with regulatory requirements and strategic business goals. You will partner with senior leaders across Finance, Risk, and Treasury to manage capital forecasting, regulatory stress testing, and capital strategy, tailored to the unique needs of a growing regional bank. Key Responsibilities:
- Develop and maintain the bank's capital planning framework, ensuring alignment with regulatory guidance and internal strategy.
- Prepare multi-year capital forecasts, incorporating business projections, risk assessments, and regulatory capital requirements.
- Coordinate the bank's Internal Capital Adequacy Assessment Process (ICAAP), including documentation, scenario modeling, and board-level presentations.
- Lead a cross department working group to develop a full balance sheet and income statement forecast using macroeconomic scenarios
- Monitor changes in regulatory capital standards (e.g., Basel III, FDIC, OCC, Federal Reserve guidance) and assess their implications.
- Manage the swap derivatives portfolio and provide guidance and execution of swaps on back- to- back loans with Commercial Loan Officers and borrowers.
- Execute large macro hedges in accordance with overall interest rate strategy of the bank.
- Manage collateral posted and received for our market-to-market swap positions to our counterparties.
- Provide interest rate pricing and guidance on Commercial Real Estate and C&I Loans to loan officers throughout the bank with use of relationship profitability tool
- Provide pricing and structure guidance to commercial loan officers to help them compete and win deals and keep the bank within its appropriate risk tolerances per loan.
- Advise senior management on capital optimization strategies, including dividend planning, retained earnings strategies, and growth initiatives.
- Collaborate with Treasury and ALCO teams to align capital planning with balance sheet and liquidity strategies.
- Maintain clear and consistent documentation of capital models, assumptions, methodologies, and governance processes in accordance with Model Risk Management and ERM requirements.
- Support the Finance team in ad hoc analysis, including M&A assessments, new product evaluations, and risk-adjusted return analysis.
- Lead special projects as they relate to the overall bank and Treasury functions.
Qualifications:
- Bachelor's degree in Finance, Accounting, Economics, or a related discipline; Master's or MBA preferred.
- Minimum 7-10 years of experience in financial planning, regulatory capital, or treasury functions, ideally within a regional or community banking environment.
- Strong knowledge of U.S. regulatory capital rules and planning frameworks (e.g., Basel III, CCAR, ICAAP).
- Experience working with finance, risk, and regulatory teams in a mid-sized banking institution.
