Responsibilities:
We are looking for a highly experienced, dynamic and forward-thinking Senior Project Manager to lead major infrastructure initiatives and drive strategic growth in our transportation consulting practice. This key leadership role blends expertise in procurement strategy, capital program management, and high-level advisory services to deliver innovative solutions for complex programs. This individual will play an important role in shaping how large-scale transportation projects are planned, procured, and delivered by partnering with public and private owners across the transportation industry. Maintaining focus on risk mitigation, stakeholder relationships and lifecycle value will contribute to the success of this position. Highlights as well as areas of specificity of the role include:
- Serve as a trusted advisor to executive-level clients, providing insights on organizational change, infrastructure investment, and delivery optimization.
- Conduct strategic assessments, business case development, value for money (VfM) analysis, and lifecycle cost modeling.
- Actively participate in workshops, stakeholder engagement, and visioning sessions with high-level stakeholders.
- Contribute to thought leadership, whitepapers, and client-facing presentations on trends in infrastructure delivery and strategy.
Project Management
- Lead multi-disciplinary project teams delivering complex, multi-year capital programs from inception through closeout.
- Oversee planning, design, procurement, and construction activities in collaboration with technical experts, clients, and partners.
- Manage program governance, performance metrics, reporting frameworks, budgets, and resource planning.
- Drive client satisfaction and ensure alignment with program goals, scope, schedule, and quality standards.
- Lead risk and change management processes at the program level.
Procurement Advisory
- Develop and implement procurement strategies for large capital projects, including traditional DBB, CMAR, DB, and progressive delivery models (e.g., Progressive Design-Build, P3, CMGC).
- Advise clients on solicitation development (RFIs, RFQs, RFPs), evaluation processes, contract negotiations, and vendor selection.
- Support procurement planning aligned with funding requirements, regulatory constraints, and organizational objectives.
- Lead market sounding, stakeholder engagement, and innovative procurement approaches tailored to project complexity.
Preferred Qualifications
- Master's preferred (MBA, MPA, MS).
- A minimum of 20 years of experience in infrastructure project management, procurement, or construction administration.
- Proven leadership of large capital or infrastructure programs ($1B+).
- Deep knowledge of delivery methods, funding mechanisms, and procurement frameworks in the Canadian and/or U.S. markets.
- Extensive project management experience during both planning and construction phases of various linear transportation systems and related civil infrastructure (highways, roads, light rail, heavy rail, subways)
- Exceptional communication, facilitation, and executive advisory skills.
- Experience with agency transformation, governance reforms, or P3/alternative delivery implementations.
- Ability to lead teams in matrixed environments and mentor emerging leaders.
- Strategic thinker with a bias toward action and innovation.
- Ability to appropriately frame/assess complex program challenges, and help teams develop well-integrated solutions that address both program and project delivery objectives
- Strong commercial acumen with tact and appropriate interpersonal awareness to effectively engage with various program/project stakeholders (contractors, designers, Owners, technical SMEs, consultants, project controls, municipalities)
- Experience working in a design-build environment in order to contribute to multi-faceted teams, build consensus, develop multi-faceted solutions, assess trade-offs and navigate technical and commercial complexity
- Extensive experience developing contracts, evaluation frameworks, procurement processes and documentation, as well as technical specifications, including working on (and/or leading) teams to produce appropriate supporting documentation
- Both onsite and offsite Construction Administration experience in either General Contractor, or owner side scenarios, preferably on larger ($1 Billion+) projects
Required Qualifications
- Bachelor's degree in Engineering
- 10 years related experience
- A minimum 5 years project management experience

Requires professional engineering license recognized by the licensing board for the location of the position offered. Example:
Professional Engineer (PE or P.Eng) license. - MS Office and MS Project experience (Access experience would be plus)
- Demonstrated leadership, business development and strategic planning skills
