Job Summary:

The Manager, Rural Health is responsible for overseeing the Tribal and Rural Health Programs aimed at enhancing healthcare accessibility, quality, and efficiency for rural communities, while also aligning with the market's strategic objectives.

Essential Functions:

  • Manage and execute the Rural Health and Tribal Health Programs ensuring alignment with key market objectives and goals
  • Collaborate with internal stakeholders to execute high-visibility initiatives
  • Research and analyze rural healthcare enrollment, quality, and performance measures to identify opportunities; leverage best practice and knowledge sharing for the purpose of improving outcomes through evidence based practices.
  • Develop and implement a cultural competency strategy that ensures healthcare delivery is respectful, effective and equitable for all members.
  • Integrate cultural competency principles into daily operations, programs, and processes.
  • Regularly assess the effectiveness of the cultural competency strategy and make adjustments to continuously improve and educate
  • Foster and maintain key partnerships with stakeholders including community based organizations, justice, government, tribal, faith based, and trade associations to stay informed about healthcare challenges and advocate for program and policy improvements that positively impact rural and tribal populations
  • Establish and maintain strong working relationships with key internal business partners; and, function as an extension of the Health Partners and Care Management team serving rural members, providers and communities.
  • Ensure Rural Health team members are resolving complex or non-routine questions, issues, and problems within 30 days or less and provide direction as needed
  • Advocate for the development and implementation of programs and policies that improve community health and benefit our members, communities, and company
  • Create and implement strategies to educate the community about health issues and preventative care
  • Host and manage community, provider and member advisory council meetings, townhalls, and participate in health fairs and community events to represent CareSource
  • Participate in meetings with state leadership, industry groups and associations, outside representation, and others as needed
  • Collaborate with market and product leaders to develop aligned, collaborative processes designed to meet the business requirements goals, policy environment, and departmental growth
  • Responsible for hiring, training, coaching and developing direct reports
  • Responsible for completing performance appraisals and disciplinary actions of direct reports
  • Responsible for guiding and directing staff through daily work and complex projects
  • Perform any other job related instructions as requested

Education and Experience:

  • Bachelor degree in Human Services, Social Work, Community Development or related field or equivalent years of relevant work experience is required
  • Master's degree in related field is preferred
  • Minimum of five (5) years of experience in community development, social services or working with rural populations is required
  • Previous management experience is required
  • Experience in launching new programs across cities, counties or states is preferred

  • Excellent leadership skills with ability to effectively manage high performing teams, and provide coaching and development to staff
  • Knowledge of Medicaid, Marketplace, and Medicare programs
  • Ability to work independently and within a team environment
  • Strong knowledge of the healthcare field
  • Research and analysis skills
  • Critical listening and thinking skills
  • Business acumen and strategic thinking, yet able to execute tactically
  • Decision making/problem solving skills
  • Intermediate proficiency level with Microsoft Office is required

Licensure and Certification:

  • To help protect our employees, members, and the communities we serve from acquiring communicable diseases, Influenza vaccination is a requirement of this position. CareSource requires annual proof of Influenza vaccination for designated positions during Influenza season (October 1 - March 31) as a condition of continued employment. Employees hired during Influenza season will have thirty (30) days from their hire date to complete the required vaccination and have record of immunization verified.

Compensation Range:
$81,400.00 - $130,200.00 CareSource takes into consideration a combination of a candidate's education, training, and experience as well as the position's scope and complexity, the discretion and latitude required for the role, and other external and internal data when establishing a salary level. In addition to base compensation, you may qualify for a bonus tied to company and individual performance.
