The Role

As a key member of the Billing Development Leadership Team, the Manager of IT Development will lead teams responsible for developing, configuring, and supporting our Order Integration into Billing, Data Usage Rating, and Post Billing applications. Reporting directly to the Billing Development Director, this leader will ensure delivery excellence across schedule, budget, and quality, while aligning with strategic platform direction and enterprise goals. This role requires a hands-on leader with a strong background in application development who can quickly learn the systems, support the team in day-to-day operations, and foster team growth and collaboration.

The Main Responsibilities
  • Ensure delivery of reliable, high-performing billing applications that meet operational expectations.
  • Collaborate with IT Architects and Business stakeholders to understand the value of development requests and drive timely, high-quality solutions.
  • Align team operations with enterprise IT principles, policies, and culture.
  • Maintain strong engagement with business stakeholders to understand delivery needs and success criteria.
  • Stay closely connected to tactical challenges in projects and operations, removing blockers and enabling team success.
  • Foster a culture of excellence, urgency, and customer-centric delivery.
  • Proactively manage conflict and escalate to the Billing Development Director when necessary.
  • Set and drive annual goals aligned with business and enterprise objectives.
  • Motivate and engage the team to achieve positive business and customer outcomes.
  • Develop team capabilities to meet current and emerging technology needs.
  • Support team members through HR processes including performance reviews, career development, and issue resolution.
  • Champion and coach lean, agile, and DevOps engineering practices.
  • Partner with Product Owners to prioritize work and clarify requirements for testability, consistency, and completeness.
  • Act as a servant leader, enabling the team to thrive.
What We Look For in a Candidate
  • 1-5 years of experience managing and leading IT teams in large, global enterprises.
  • 7-10 years of hands-on experience in application development.
  • Proven ability to lead diverse, balanced teams with a focus on skills and inclusion.
  • Proficiency in development languages such as SQL, C#, and Shell scripting.
  • Experience with database platforms like Oracle and Microsoft SQL Server.
  • Familiarity with telecom billing and/or accounts receivable systems is a plus.
  • Experience using version control tools such as TFS and Git.
  • Proficiency with tools including Microsoft Office Suite, Project, and SharePoint.
  • Experience working in Agile development environments.

Compensation
This information reflects the anticipated base salary range for this position based on current national data. Minimums and maximums may vary based on location. Individual pay is based on skills, experience and other relevant factors.

Location Based Pay Ranges

$103,711 - $138,281 in these states: AL AR AZ FL GA IA ID IN KS KY LA ME MO MS MT ND NE NM OH OK PA SC SD TN UT VT WI WV WY
$108,896 - $145,195 in these states: CO HI MI MN NC NH NV OR RI
$114,082 - $152,109 in these states: AK CA CT DC DE IL MA MD NJ NY TX VA WA
