Position Summary: The Sr. IT Project Administrator reports to a Manager or Director within IT@JH and is responsible for leading one or more IT related projects within the constraints of scope, quality, time and cost to deliver specified requirements and meet customer satisfaction. The assigned projects will be new and established, with larger departmental or Enterprise level complexity, and scope.

LEADS PROJECTS


Leads one or more IT related projects within the constraints of scope, quality, time and cost to meet the specified requirements to the satisfaction of the customer. Coordinate the people, work and resources involved. This role would serve as the Technical subject matter expert to support various projects.



  • Leads the people, work and resources involved.
  • Assigns resources necessary to carry out the project.
  • Gather information to plan, organize, direct, implement and evaluate requirements and tasks.
  • Ensure all requirements and objectives are properly documented at project onset.
  • Identify deviations from the plan
  • Escalate decisions and unresolved issues.
  • Identify technical gaps and coordinates necessary training
  • Serve as an escalation point for technical issues


Owns project documents and communication plans.



  • Maintains project documents which may include scope documents, project plans, project charters and communications plans, within the established PMO process.
  • Maintains issues list and coordinates the resolution.
  • Effective use of PMO project management system.


COMMUNICATE EFFECTIVELY WITH ALL PROJECT PARTICIPANTS



  • Understand project interdependencies and shared responsibilities for resource management that may span multiple IT disciplines.


    • Work proactively through facilitation and communication to minimize conflicts.
    • Identify and communicate areas where resources allocation is not aligned with the need.
    • Communicate needs for resources to managers throughout the organization.


  • Adapt to issues that have the potential to impact project milestone dates. Be prepared to communicate changes in plans to accommodate.
  • Anticipate political sensitivities and communicate appropriately.
  • Be flexible to accommodate changing climates both within and outside the organization.
  • Serve as escalation point for issues that arise.
  • Provide project updates to senior leadership within the department/ organization as needed


Competencies:

A. Education:



BS degree preferably in Information Systems, Business Administration, Management or project management. Work experience may be substituted for degree where appropriate.





B. Knowledge:




  • Requires advanced knowledge and understanding of the interrelationships of enterprise infrastructure technologies and information systems applications
  • Understand the systematic approach to preparing RFPs, comparing options to business needs, researching vendor's stability and references.
  • High level of understanding of the technologies and processes used in the client management
  • Knowledge of health care preferred





C. Skills:




  • Advanced meeting management, presentation, time management and communication skills.
  • Ability to plan, organize, direct, implement and evaluate processes to lead people and manage resources to achieve desired result.
  • Must be goal oriented, pragmatic, self-disciplined, and organized with ability to facilitate, interact effectively with all levels of management.
  • Able to identify potential barriers and strategies.
  • Ability to synthesize and integrate information, and to apply this knowledge to lead technical projects across the organization





D. Required Licensure, Certification, etc.:



Project Management Certification or related experience is preferred.





E. Work Experience:



Requires demonstrated 4 years IT Experience with 2 years of direct experience with Project Administration.











Dimensions:

A. Budget Responsibility:




  • Creates budgets associated with projects for review by project stakeholders.
  • Oversees the procurement process and identifies potential budget issues.



B. Authority/Decision Making Level:




  • Tracks project status and collects data for decision support necessary to effectively manage scope, quality, timeframes and budget of projects.
  • Facilitate project requirements development and tracking
  • Prepares business justification for project. Justification should include possible ROI or alignment with businesses strategic initiatives





C. Supervisory Responsibility:




  • Leads activities of project team members.
  • Provides training and support to junior team members







Problem Solving:




  • Ability to monitor and evaluate information, and to make necessary adjustments to procedures and program implementation.
  • Awareness of need for timely communication, able to identify potential barriers and strategies, and able to synthesize and integrate information.
  • Serve as escalation point for issues that arise





Information Management:






  • Ability to organize, create and maintain documents and effectively communicate status of project to all levels of the organization.
  • Prepare status reports, presentations appropriate for various levels of management and staff
  • Utilize infrastructure management tools and technologies





Working Conditions:




  • Works in a "normal" office/home environment where there are no physical discomforts due to dust, dirt, noise, and the like.
  • Must be willing and able to work in health care environment.
  • Some local travel may be necessary.





Salary Range: Minimum $33.41/hour - Maximum $58.48/hour. Compensation will be commensurate with equity and experience for roles of similar scope and responsibility.



In cases where the range is displayed as a $0 amount, salary discussions will occur during candidate screening calls, before any subsequent compensation discussion is held between the candidate and any hiring authority.
