The Director of the Office of Human Resources (DOT MAA Executive V) is a member of the MAA's senior management team and serves in an advisory capacity to the MAA Executive Director/CEO and other executive and senior management staff. This position is responsible for developing and executing human resource strategies, in support of the overall business plan and strategic direction of the organization; specifically in the areas of talent acquisition, vacancy management, recruitment/retention, classification and compensation, payroll, employee benefits, employee services, and employer/employee relations.

Responsibilities include but are not limited to the following:

  • Providing consultation and advice on all personnel matters to MAA Senior and Executive Management Team and MAA managers and supervisors.
  • Independently meeting with Senior and Executive Management to collaborate and resolve HR challenges and strategically develop plans to address present and future HR, management and employee needs.
  • Identifying HR problems/issues that must be addressed and resolved and brings together the appropriate parties to develop the best solutions.
  • Directly owning and leading high level special HR projects and strategic initiatives.
  • Collaborating with Organizational Development on Performance Management initiatives and New Employee Orientation (NEO).
  • Oversight of recruitment, screening, and hiring processes and practices.
  • Monitoring and collaborating with other offices to develop strategies to fill mission critical and/or difficult to fill positions.
  • Partnering with the Office of Civil Rights & Compliance to enhance diversity of employment recruitment candidate pools.
  • Negotiating and interpreting the Memorandum of Understanding (MOU) between MAA management and unions.
  • interpreting key provisions of the Code of Maryland Regulations (COMAR), policy, and collective bargaining MOUs for management.
  • Ensuring that MAA adheres to labor laws and regulations, to include developing policies and procedures to maintain compliance and mitigate risks.
  • Oversee the development and administration of competitive compensation packages and employee benefits programs.
  • Driving the core values of MAA.
  • Setting clear expectations, offering opportunities for skill development, and encouraging open communication.

This position is located at BWI Marshall Airport in Anne Arundel County, MD.


Qualifications

Qualifications

Preferred Qualifications:

Education: Possession of a bachelor's degree from an accredited college or university.

EXPERIENCE: Ten (10) years of progressive professional HR experience in the areas of either job analysis, job evaluation, salary administration, employee recruitment and selection, employment services and benefits, employer-employee relations, HR program evaluation, or HR policy formulation. Five (5) years of this experience must have involved management level responsibility with at least three (3) years being senior management level responsibility.

The ideal candidate will possess:

  • Professional Human Resources certification such as SHRM-CP/SCP or PHR/SPHR
  • Leadership and strategic planning skills
  • Ability to make effective decisions quickly, using strong decision-making skills
  • Strong interpersonal, presentation and communication skills
  • Great organizational and time management skills
  • Desire to lead and develop a team of HR professionals
  • Familiarity with Human Resource Information Systems (HRIS) and tools

Note: U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted for the required education and experience on a year-for-year basis.
