GENERAL STATEMENT OF JOB


SCADA/I&C Technician
This is the first of four levels in the Supervisory Control and Data Acquisition/Instrumentation & Control (SCADA/I&C) Series. Under direct supervision, incumbents monitor, maintain, adjust, and update electronic process control equipment. Responsibilities include monitoring a SCADA network; repairing and replacing electronic process control equipment; updating hardware and software; modifying equipment programming; learning to read and interpret system design plans and installation documents. Incumbents in this position are in-training and directly apprentice under upper-level personnel in the SCADA/I&C Series.

SCADA/I&C Senior Technician
This is the second of four levels in the Supervisory Control and Data Acquisition/Instrumentation & Control (SCADA/I&C) Series. Highly skilled incumbents monitor, maintain, adjust, and update SCADA networks and electronic process control equipment. Responsibilities include monitoring, maintaining, and securing SCADA network(s); repairing and replacing electronic process control equipment; updating hardware and software; modifying equipment programming; reading and interpreting system design plans and installation documents; and mentoring lower-level technician staff in the SCADA/I&C Division.

SPECIFIC DUTIES AND RESPONSIBILITIES

Essential Functions:(SCADA/I&C Technician)
  1. Under direct supervision, trains to monitor, calibrate, program, maintain, troubleshoot, repair, purchase, and replace electronic process control equipment and instrumentation; trains in reading and understanding wiring diagrams, one-line diagrams, P&ID's and other electrical, process control, and instrumentation plans and installation documents; operate a variety of hand tools and test equipment related to the work.

  2. Under direct supervision, trains in and maintains network communication between equipment, controls, field hardware, and SCADA systems which includes monitoring a SCADA network; trains to monitor equipment programming and update hardware and software.

  3. Prepares and maintains operational records and basic operational reports.

  4. Performs other related work as required.

Essential Functions: (SCADA/I&C Senior Technician)
  1. Maintains network communication between equipment, controls, field hardware, and SCADA systems which includes monitoring, maintaining, and securing SCADA networks; monitors, calibrates, programs, maintains, troubleshoots, repairs, purchases, and replaces network communication and SCADA equipment; operates a variety of hand tools and test equipment related to the work; and trains and mentors lower-level staff.

  2. Monitors, calibrates, maintains, troubleshoots, repairs, purchases, and replaces electronic process control equipment and instrumentation; monitors and programs PLCs and field instrumentation; updates hardware and software; operates a variety of hand tools and test equipment related to the work.

  3. Prepares and maintains operational records and reports.

  4. Performs other related work as required.


Typical Qualifications

MINIMUM EDUCATION AND TRAINING

Education and Experience: (SCADA/I&C Technician)
  • High school graduate or GED equivalent.

  • Two (2) years of experience in natural gas, water, and/or sewer utilities or one (1) year of specialized training/experience with electronic process control equipment.

  • An equivalent combination of education and experience sufficient to perform the job's essential duties.

License and Certifications: (SCADA/I&C Technician)

  • Possession of a valid Class D driver's license.

Education and Experience: (SCADA/I&C Senior Technician)
  • High school graduate or GED equivalent.

  • Two (2) years of specialized training and experience with network communication and electronic process control equipment, MODBUS, TCP/IP Ethernet, Modbus via Ethernet and other software communication protocols, and Rockwell Automation PLC programming experience and maintenance.

  • An equivalent combination of education and experience sufficient to perform the job's essential duties.

License and Certifications: (SCADA/I&C Senior Technician)

  • Possession of a valid Class D driver's license.

  • Logix5000 Maintainer Certification; or Designer Certification.

PHYSICAL REQUIREMENTS: (SCADA/I&C Technician & SCADA/I&C Senior Technician)

The work is medium work which requires exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Additionally, the following physical abilities are required:


  • Balancing: Maintaining body equilibrium to prevent falling while walking, standing, or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.

  • Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles, and the like, using feet and legs and/or hands and arms. Body agility is emphasized.

  • Crawling: Moving about on hands, knees, hands, and feet.

  • Crouching: Bending the body downward and forward by bending leg and spine.

  • Feeling: Perceiving attributes of objects, such as size, shape, temperature, or texture by touching with skin, particularly that of fingertips.

  • Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.

  • Grasping: Applying pressure to an object with the fingers and palm.

  • Handling: Picking, holding, or otherwise working, primarily with the whole hand.

  • Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination sound.

  • Kneeling: Bending legs at knee to come to a rest on knee or knees.

  • Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. It occurs to a considerable degree and requires substantial use of upper extremities and back muscles.

  • Mental Acuity: Making rational decisions through sound logic and deductive processes.

  • Pulling: Using upper extremities to exert force to draw, haul or tug objects in a sustained motion.
