Willdan is seeking a qualified individual to help develop, manage, and implement programs to support municipal agencies with environmental programs in Southern California, such as municipal, construction, and industrial NPDES permits, the Sanitary Sewer System General Order, drinking water systems, and related state, local, and federal requirements. Under the supervision of the Program Manager, this individual will manage projects and work with other technical staff to execute stormwater plan reviews, staff training, inspections, watershed management and monitoring programs, public education, reporting, funding assistance, TMDL management, and coordination with Regional Water Quality Control Board staff. Essential Duties and Responsibilities
- Manage and track projects from start to finish. Ensure client project deliverables are submitted, on schedule, and within budget.
- Provide updates to clients via regularly scheduled meetings, memos, and e-mail correspondence.
- Assist with stormwater development plan and Stormwater Pollution Prevention Plan (SWPPP) reviews. Review projects for compliance with NPDES permit and municipal code requirements; assist with the preparation of private development conditions; review stormwater control plans, erosion and sediment control plans, operations and maintenance plans, and maintenance agreements; provide pre-construction stormwater Best Management Practice (BMP) training; and conduct stormwater BMP and Low Impact Development (LID) inspections during and after construction.
- Provide stormwater Industrial and Commercial Facility and Fat's, Oils, and Grease Inspections.
- Implement additional municipal NPDES permit minimum control measures, including staff training, public outreach, and illicit discharge response and elimination.
- Assist municipalities with review and implementation of watershed management programs and total maximum daily loads (TMDLs). Review water quality monitoring data and related programs.
- Develop and submit NPDES annual and semi-annual reports.
- Assist municipalities with Measure W: Safe, Clean Water Program Municipal and Regional Program reporting, plans, audits, and applications. Provide project and program recommendations as needed.
- Perform Sewer System Management Plan updates, audits, and annual reports. Assist agencies to submit and certify reports to the California Integrated Water Quality System (CIWQS).
- As-needed support with water system management reports.
- Attend in-person and/or virtual regulatory, watershed, and funding meetings in the Los Angeles, Orange, and/or Riverside County areas.
- General Program Support: Assist the Program leadership seek out opportunities in terms of projects and betterment of the Program, assist in the drafting full and letter proposals, and mentoring subordinates.
Job Requirements / Qualifications:
- Bachelor of science degree in Civil Engineering, Environmental Engineering, Environmental Science, or similar.
- Qualified SWPPP Practitioner/Developer (preferred).
- 2+ years of relevant work experience.
- Knowledge of stormwater management practices and regulations.
- Excellent written and oral communication skills.
- Good time management and organizational skills.
- Ability to prioritize multiple projects and tasks to ensure timely delivery of high-quality deliverables.
- Demonstrated ability to collaborate with a wide range of stakeholders while delivering excellent customer service in a highly dynamic growth environment.
- Ability to work effectively in a fast paced, evolving, entrepreneurial work environment.
- Proficient in Microsoft Office suite and Adobe and/or NitroPDF.
