Responsibilities

Ready to (1) join NGA's Enterprise Engineering & Architecture Integration and Modernization Division to drive cross-Organization integration to modernize the GEOINT architecture and advance GEOINT Mission capabilities; (2) leverage and expand your technical expertise related to new technologies and services across the Tasking, Collection, Processing, Exploitation, and Dissemination (TCPED) cycle; and (3) drive transformation of enterprise systems and agile engineering and integration processes within NGA's Digital Engineering Environment (e.g., Architecture, Requirements, Interfaces, Digital Engineering Processes and Tools)?

As an Expert GEOINT Modernization & Integration Systems Engineer, you will identify enterprise gaps and areas of risk and concern and propose associated integration tasking/priorities to the Customer for implementation.

With your knowledge of the systems and services within the NGA GEOINT Enterprise Architecture and end-to-end Tasking, Collection, Processing, Exploitation, and Dissemination (TCPED) cycle, you will apply your Systems Engineering and Integration expertise to lead a variety of integration activities across NGA Program Executive Offices (PEOs) and with external Mission Partners, ensuring synchronization of activities and documentation of the Enterprise baseline (e.g., architecture, requirements, interfaces). You will facilitate the development of integrated project plans, requirements, epics, target state architectures, CONOPS, and roadmaps. You will conduct analyses (e.g., Analysis of Alternatives (AoAs), Courses of Action (COAs), and Trade Studies), developing recommendations that inform investment decisions (e.g., system divestitures and consolidation). You will provide technical leadership to cross-Organizational/Agency Integrated Project Teams and be responsible for execution of the systems engineering & integration lifecycle for complex integration projects, spanning Analytic, Collection Management, Data Services, Foundation GEOINT, and Information Technology Modernization.

You will build effective relationships across Government Organizations to ensure enterprise services and organizations work together in an integrated fashion to deliver GEOINT mission capabilities and solutions.

Duties include (but are not limited to):

    Assist the Government in directing requirements engineering, solutions engineering, scheduling, reliability, resiliency, services development, integration, test and evaluation, maintainability and analysis across the National System of Geospatial-intelligence (NSG), Allied System of Geospatial-intelligence (ASG) and Federal Agencies for a variety of integration projects.
  • Capture and translate mission and customer requirements/needs into systems/capability requirements and solutions.
  • Conduct baseline analysis, driving allocation of requirements to systems architecture components and executing programs and end-to-end traceability of requirements, architecture, etc.
  • Perform systems integration activities across organizations; establish / participate in integrated project teams, driving the development of project plans, architecture and engineering artifacts (e.g., CONOPS), roadmaps / schedules, Risks, etc.
  • Propose modernized system integration processes, driving enhanced adoption of agile practices and digital engineering, efficiencies, and increased partnerships across a large number of organizations.
  • Lead Analysis of Alternatives (AoAs), Course of Actions (CoAs), Trade Studies, and Engineering Assessments.
  • Participate in NGA Governance, Configuration Management, and Risk Management processes.
  • Oversee and coordinate the work of Senior-, Mid-, and Junior-level contractor Systems Engineers and Integrators.


Qualifications

Skills and Experience:

Required:

  • Master's degree in Systems Engineering or in related technical or scientific fields such as engineering, physics, mathematics, operations research, engineering management, Computer Science, Information Technology, Management Information Systems, or related STEM degree program.
  • A minimum of 18 years of experience as a Systems Engineer will be considered in lieu of a degree.
  • 18 years of experience in government or industry in relevant work areas, including: DoD/IC Acquisition Process, Requirements Process, PPBES Process or system engineering of large complex System of Systems or Service Oriented Architecture/Cloud environments.
  • Experience with and strong understanding of systems engineering lifecycle.
  • Documented Expert-level work experience and demonstrated knowledge:
    • Of the GEOINT TCPED cycle and familiarity with systems / services that comprise TCPED.
    • With NGA and its Mission Partners.
    • With GEOINT data and providers.
  • TS/SCI clearance adjudication or ability to obtain SCI and pass a poly.

Desired:

  • Documented Expert-level work experience and demonstrated knowledge managing complex system-of-system engineering and integration projects and leading cross-organization project teams, with Government Senior Leadership visibility and participation.
  • Documented Expert-level working experience leading complex cross-Organization engineering assessments, studies, and Analysis of Alternatives (AoAs), developing Plans of Action and Milestones (POAMs) to guide efforts, facilitating associated cross-functional Integrated Project Team (IPT) efforts, engineering recommended Courses of Action (COAs), and communicating status and out-briefing Government Senior Leadership to inform decisions.
  • Technical expertise in modernization initiatives and implementation within the GEOINT enterprise - e.g., Artificial Intelligence, Tactical Edge, Multiple-Cloud
  • Hands-on experience with Jira and Confluence.
  • Familiarity with Digital Engineering processes and tools.
  • Training and certification in Scaled Agile Framework (SAFe), with hands-on adoption and implementation in previous projects.

Target Salary Range

$135,000 - $216,000. This represents the typical salary range for this position based on experience and other factors.
