Position Overview:

Chemonics seeks a Financial Operations Specialist to support the USAID Global Health Supply Chain Program - Procurement and Supply Management project (GHSC-PSM). GHSC-PSM is the primary vehicle through which USAID procures health commodities, provides support to improve partner countries' management of supply chains, and collaborates with key international stakeholders to support global health initiatives. Historically, there have been four task orders in the project, with two task orders currently in the closeout phase, and two continuing with implementation. The Financial Operations Specialist will provide coordination and operational support to the PSM headquarters (HQ) Finance team of approximately 12 staff. The position will assist the team to coordinate financial management activities across TO1 and TO2, including new buy-ins under both TOs, and will support the financial closeout and termination processes and any other special projects on an as needed basis. The position will work in collaboration with USG Finance and Country Programs team and will report to the Finance Lead.

Responsibilities:

* Track initiatives and tasks across the HQ Finance team to ensure streamlined workflow and collaboration, timely response to client requests, and accurate record keeping.

* Maintain a schedule of key reconciliations for task orders including but not limited to regular LOC reconciliation, IO/DO, RDC fee, insurance allocation, etc.

* Develop tools to improve visibility of pending tasks, their prioritization and status.

* Work with the Finance Lead to prioritize client and internal requests and ensure adequate resources are available.

* Provide overall program management and operational support for the Finance team, including developing work instructions, standard operating procedures, and other job aids as needed.

* Capture notes, agreements, and actions for meetings with internal teams, project leadership, and clients.

* Maintain clear and accurate document management and record keeping practices across the Finance team.

* Take a lead in coordinating corporate and project's annual budget development, reforecasts and analysis of budget realization. Present analysis results to PSM management, TO finance and operations teams.

* Assist with developing and maintaining financial tracking tools and systems for the project.

* Participate in the promulgation and maintenance of a system of internal controls designed to support the accuracy of accounting data specific to task orders under the GHSC-PSM IDIQ.

* Coordinate centralized tracking for buy-ins and obligations into each Task Order.

Qualifications:

To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.

* Minimum 3 years of relevant work experience.

* Bachelor's degree required. Master's degree preferred.

* Ability to work across a matrixed organization and influence teams both directly and indirectly.

* Skilled in learning new financial and accounting concepts quickly, and able to translate and deliver this information to colleagues with little to no financial background.

* Prior experience with supporting accounting policies, procedures, and systems in an international organization preferred.

* Demonstrated ability to communicate clearly and concisely both orally and in writing; fluent English required.

* Strong administrative skills, word processing abilities, and attention to detail.

* Demonstrated ability to follow standard practices and procedures and make significant contribution to end results.

* Computer skills: Strong knowledge of MS Office applications, especially MS Excel.

The Salary Range for this position is expected to be: $65,100 - $81,400.
