Description

Salary range is $66k to $170k with a midpoint of $118k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:

Under the general direction of the Learning & Development Training Manager, the Learning & Development Partner-Service Delivery will work closely with the assigned Business Line to create, promote, and foster individual and Business Line effectiveness by developing and offering continuous learning and development opportunities.

This role will work in partnership with other People & Culture teammates (HR Business Partners & Talent Advisors) to best serve the Business Line.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.



  • In collaboration with the Business Line Leadership, develops appropriate training and organizational development solutions based on learning needs assessments and measures its effectiveness.
  • Each Business Line has learning needs related to their function. Examples are Safety, Operations, Security, etc.
  • Develops, leads, and facilitates departmental, cross departmental, and cross agency Business Line training initiatives.
  • Ensures alignment of programs and initiatives developed across the talent spectrum, including employee and team development. Evaluates the effectiveness of established new, and existing Business Line and talent management programs and processes. Identifies and implements appropriate changes and improvements.
  • Partners with other teams within People & Culture such as the ST People and Learning & Development division to create learning solutions and appropriate supporting resources including, but not limited to courses (instructor led, e-learning), assessments, job-aids, facilitator guides, and workbooks.
  • Evaluates and monitors performance and quality standards of internal training programs and initiatives, including those led by outside vendors.
  • Responsible for the development, implementation, and regular reporting on training program metrics to departmental and agency leadership.
  • Partners with internal and external resources to ensure Knowledge Management and Knowledge Transfer tools are utilized for all areas of the Business Line.
  • Oversees general administrative duties, such as coordinating enrollment, scheduling class times and locations, and sending invitation information to all trainees.
  • Evaluates teaching methods to select the options that will aid in the delivery of complex concepts.
  • Acts as the Learning Management System (LMS) Administrator for the Business Line.
  • Manages Vendors and Consultants in the instruction, recording of training, instructional design work, and other organizational needs for the Business Line Training Program.
  • Acts as project manager and directs the procurement and contracting process for outside vendor support of departmental training and organizational development requirements as needed. Responsible for developing the scope of work, leading the evaluation panel, and developing and managing budget related to these contracts.
  • Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor's degree in Education, Industrial/Organizational Psychology or closely related field; Five years of experience in Learning & Development or Organizational Development; Or an equivalent combination of education and experience.

  • Detail-oriented with strong organizational and project management skills, ability to manage relationships with both internal and external customers.

  • Ability to be agile in thought and approach.
  • Excellent technical skills in our main software applications which include, but are not limited to: Windows, Office 365, (Word, Excel, PowerPoint, Visio, OneNote, OneDrive for Business, SharePoint Online, and Teams).
  • Excellent presentation skills, able to present technical and non-technical information to an audience with varying skills and technical background.
  • Project Management skills. Is experienced in managing a project from end to end.
  • LMS content design, updates, and reporting. Sound Transit uses Cornerstone OnDemand.
  • Application of project, meeting, and time management.
  • Importance of confidentiality and how it applies to both People & Culture and Training situations.
  • Demonstrating a positive customer service orientation with both internal and external clients.
  • Ability to work in a complex and changing environment; must be self-motivated.
  • Self-development to continue to stay up to date as training technologies and methods evolve.
  • Proficiency in creating accessible documents and training.


Physical Demands / Work Environment:



  • Work is performed in a hybrid office environment.
