Position Summary: The CRA & Fair Lending Officer develops, administers and monitors programs that ensure adherence to bank compliance with all applicable laws, regulations, and rules with a primary focus on Community Reinvestment Act (CRA), Home Mortgage Disclosure Act (HMDA) and Fair Lending requirements. Essential Functions:
- Develop and administer the bank's CRA Program consistent with industry practices and aligned with regulatory expectations. Effectively engage with multiple departments in obtaining required information for the CRA Program and develop clear documentation for regulatory examinations.
- Oversee HMDA and CRA Loan Application Register (LAR) testing. Work effectively with loan departments in identifying risk and implementing mitigating controls.
- Oversee Fair Lending reviews, conduct detailed analysis, and prepare reports of reviews for management. Make recommendations and conduct follow-up reviews as necessary.
- Implement and/or Administer software programs for Fair Lending, CRA, and HMDA management.
- Lead interpretation and implementation of regulatory changes for CRA, HMDA, and Fair Lending, working effectively with departments in identifying emerging risks and implementing controls.
- Responsible for timely annual filing of HMDA-LAR and CRA-LAR, including validations and resubmissions if required.
- Oversee completion of detailed analysis of CRA and HMDA data as compared to peers and provide annual reports to management.
- Prepare or select ongoing training programs for CRA, HMDA, and Fair Lending for all bank personnel.
- Serve as chair of the CRA Committee, developing quarterly meeting agendas and minutes.
- Conduct annual Fair Lending Risk Assessment, working with applicable departments in identifying inherent risks and sufficient mitigating controls. Conduct periodic testing of controls, documenting within LogicGate.
- Supervise compliance support staff and provide leadership and performance management including ongoing coaching and development.
- Assist in the development and implementation of changes in bank policy, new products or delivery channels to ensure risks are appropriately identified and mitigating controls are implemented.
- Participate in departmental committees and task forces as required to identify pertinent risks and remain aware of department issues, new products and services, and compliance concerns.
- Support the bank's platform software(s) and other systems in regard to document compliance, enhancements, and internal controls.
- Understand and adhere to all bank policies, laws and regulations applicable to their role. Complete compliance training. Follow internal processes and controls as required.
- Report all compliance issues, violations of law or regulations in accordance with the steps defined in bank policies.
- Regular and reliable attendance is an essential function of this position.
- Perform or assist with other job-related duties or special projects as assigned.
Qualifications:
- Bachelor's degree in finance or business administration with courses in Compliances/Risk management preferred.
- Minimum of 3 years compliance/audit experience required, including experience or knowledge of compliance and legal issues.
- Minimum of 2 years CRA, HMDA, and Fair Lending experience at a large bank required.
- Proficient knowledge of Microsoft Office products, financial accounting systems and software.
- Previous training and presentation experience a plus.

Working Environment: Indoor work - not exposed to outdoor elements or hazards. Some sedentary work and occasional lifting and/or carrying up to 20 pounds. Occasional travel required.
