Overview

The Project Specialist will play a pivotal role in overseeing critical production support of the Oracle Customer Care and Billing (CC&B) system for all Operating Companies across multiple functional areas. This role involves supporting regulatory activities, managing stakeholder and third-party relationships, and coordinating with key technology owners to maximize the impact and value of initiatives across the organization. The Project Specialist will be responsible for maintaining and enhancing the Oracle CC&B platform in alignment with stakeholder and regulatory requirements, as well as platform-driven needs. As a leader, the Project Specialist will ensure the highest level of customer experience by effectively communicating with internal groups and stakeholders to enhance the product and improve various processes. This role demands a proactive approach to problem-solving, a commitment to continuous improvement, and the ability to drive strategic initiatives that support the organization's goals.

Responsibilities

Core Responsibilities
  • This role focuses on fostering a proactive, customer-centric culture, building trust, and improving stakeholder value. The ideal candidate will: Proactively identify and analyze problems. Develop and implement effective solutions. Continuously seek process improvements and enhancements. Collaborate with stakeholders and communicate solutions. Make informed decisions, test, review, and implement preventive measures. Key responsibilities include driving initiatives to enhance customer satisfaction, engaging with stakeholders to exceed their expectations, and creatively solving problems.
  • Support the design, testing, and approval of changes and enhancements to our Customer Care and Billing (CC&B) system. Responsibilities include reviewing Business Process Documents, Functional Specification Documents, and Test Case documentation. This role ensures all modifications meet our high standards of quality and functionality before implementation.
  • Collaborates with business users and project personnel to address the needs for business functional development within Oracle CC&B and associated applications.
  • Responsible for overseeing the testing and approval process for completed CC&B changes and enhancements. This includes direct involvement or coordination with assigned resources to ensure thorough testing and successful sign-off upon turnover.
  • Responsible for maintaining comprehensive system documentation related to training, change requests, testing, SOX compliance, and departmental procedures. This role ensures that all documentation is up-to-date, accurate, and accessible, supporting the organization's operational efficiency and regulatory compliance.
  • Regularly meets with business area leadership teams to provide updates on the status of issue remediation, requested system changes and enhancements. This role ensures that leaders are well-informed and able to make strategic decisions based on the latest information.
  • Effectively collaborate with business contractors and partners to support and enhance the applications within the Department portfolio. Demonstrate a keen understanding of when to share information and when to protect proprietary company data, ensuring that sensitive information is handled appropriately and securely.
  • Take a hands-on approach in managing the IT capital portfolio of projects. Provide guidance and develop standardized methods for effective technology project management.
  • Ensure that all user provisioning activities comply with company policies and security standards. Conduct regular audits and recertification campaigns to maintain the integrity of user access.
  • Effective Communication, ensure accurate, concise, clear, and timely transfer of information. This includes both written and verbal communication, ensuring that all messages are easily understood by the intended audience.
  • Conducts thorough analysis of all customer data, including CC&B Account information on payments, billing, rates, collection activities, and other Meter to Cash functions. This role requires a keen eye for detail and the ability to interpret complex data to drive informed decision-making and improve operational efficiency.
  • Proactively requests and analyzes data to support sound business decisions. This role involves identifying key data points, interpreting results, and providing actionable insights to drive strategic initiatives.
  • Present key topics at project, staff, and leadership meetings.
  • Provide direct and/or indirect oversight of team resources, including instructing, directing, and overseeing the work of Business Integration personnel.
  • Identify training requirements to the Section Manager and participate in the evaluation and selection of prospective additions to staff.
  • Perform other related project tasks and assignments as required.

Qualifications

Required Education/Experience
  • Master's Degree with 2 years relevant experience
  • Bachelor's Degree with 3 years relevant experience
  • Associate's Degree with 5 years relevant experience
Preferred Education/Experience
  • Master's Degree Degree in Business, Economics, Accounting, Finance, Engineering, Information Technology or related field is preferred. with 2 years relevant experience
  • Bachelor's Degree Degree in Business, Economics, Accounting, Finance, Engineering, Information Technology or related field is preferred. with 3 years relevant experience
  • Associate's Degree Degree in Business, Economics, Accounting, Finance, Engineering, Information Technology or related field is preferred. with 5 years relevant experience
Relevant Work Experience
  • The candidate must have good communication and organizational skills with a clear sense of accountability. Must be able to exercise independent judgment and render sound business decisions. Required
  • Excellent knowledge in computer applications such as MS Office (Word, Excel, PowerPoint, Outlook, Project), as well as other company software systems. Required
  • Strong business acumen; understanding companys business and clean energy transition; drive decision making to achieve positive outcomes. Required
  • Expertise in understanding and managing the integration of Edge Systems with Oracle CC&B to ensure seamless operation and data flow. Required
  • Experience in Oracle Customer Care & Billing (CC&B) or other web-based customer platforms. Required
  • Must be well organized, detail oriented, flexible to concurrently handle multiple assignments and projects, able to implement process improvements, and able to aggressively meet deadlines. Required
  • Knowledge of NYC, NYS, and NYISO energy market rules, regulations, and goals is a strong plus. Required
  • Project management experience is a strong plus. Preferred
  • Test Management experience including Test Case Design & Execution, test strategy creation, quality validations, automation, and automation tools. Regression suite identification and execution. Defect review, reconciliation, prioritization, and resolution management. Environment management and refresh coordination. Release Management across all environments lower and production. Preferred
  • Familiarity with the Software Development Life Cycle (SDLC) including discovery management, requirement Analysis, Test Planning, Execution, Defect Management, and Reporting. As well as familiarity with Work Management Tools such as Azure DevOps, IBM Rational, Microsoft Project, Primavera, or other applicable tools. Preferred
  • Established relationships with key internal and external stakeholders are highly advantageous, along with the ability to effectively establish new relationships where they do not already exist. Preferred
  • SQL knowledge is a plus.

Additional Physical Demands
  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
  • Must be able and willing to travel within Consolidated Edison and Orange and Rockland service territories as needed.
  • Must be able and willing to travel for out of town project meetings and business conferences as needed.
