The New York Independent System Operator (NYISO) manages the efficient flow of electricity on more than 11,000 circuit-miles of high-voltage transmission lines, dispatching power from hundreds of generating units across the state.

The NYISO's Market Mitigation and Analysis department invites applications for a full-time Manager, Capacity Analysis & Mitigation to join our team.

The Manager, Capacity Analysis & Mitigation is responsible for supervising and coordinating the operation of Capacity Analysis & Mitigation staff and activities, ensuring administration, implementation and enforcement of the applicable ICAP market provisions of the FERC approved Market Monitoring Plan, Attachment H of the Market Services Tariff (MST) and other regulatory requirements and orders. Additionally, this individual is responsible for numerous Capacity Market production responsibilities in MST Section 5 and the ICAP Manual, including the DMNC processes, Firm Fuel qualification, and ICAP failure to bid provisions.

The Manager, Capacity Analysis & Mitigation will perform data collection and analysis to make required determinations, review ICAP mitigation performance, analyze outcomes, and report discrepancies, manage the review of market data to determine whether market performance is consistent with a competitive market, including market performance, trends, efficiency and design and provide technical support for proposed tariff changes and implementation processes, including project functional requirements. The Manager will also support validation of ICAP auctions and evaluation models, and development and implementation of long-term and short-term department plans. This individual will assist the Senior Manager in identifying and developing risk management and process tools, as well as support the activities of other groups in the Market Mitigation and Analysis department.

ESSENTIAL DUTIES and RESPONSIBILITIES



  • Direct and coordinate activities of staff engaged in administering capacity market physical and economic withholding related provisions of Attachment H of the Market Services Tariff, including:

    • ICAP market mitigation performance
    • Mitigation analysis and reporting
    • ICAP bidding performance
    • ICAP affiliate modeling
    • Going forward cost determinations
    • Mitigation exemption tests
    • Market outcome analysis
    • Mitigation and market performance reports
    • Assessment of penalties
    • Validation of ICAP auction setup (Capability Period) and spot auction results
    • Review of energy models used in Demand Curve reset and mitigation evaluations
    • Technical support
    • New mitigation process requirements
    • Project requirements review & testing
    • FERC, PSC, and MMU data requests
    • DMNC validations
    • ICAP Underbidding and Reporting
    • Firm Fuel election review and analysis


  • Consult with MMU as required under Attachments H & O of the Market Services Tariff, and other regulations, where appropriate. Report discrepancies to management.
  • Manage Capacity Analysis & Mitigation staff, including alignment of individual goals with department plan, performance management/reviews, employee growth and development, overall team performance, and training. Establish and consistently maintain an environment that leads to opportunities for team and individual growth.
  • Assist Senior Manager in the development of long term and annual objectives and performance targets for the department and identification of measures, initiatives and action plans to track progress and fulfill department objectives.
  • Determine data and resource needs and software requirements for performing market mitigation and conducting market analysis. Acquire and/or develop and maintain core analysis tools necessary to support departmental activities.
  • Support documentation of key operational processes and procedures and ensure compliance with departmental controls.
  • Suggest modifications to Attachments H & O of the Market Services Tariff to improve competitiveness of the NYISO markets, working in collaboration with other NYISO departments.
  • Evaluate, comment and report on proposed market design and/or software changes, including project functional requirements as needed.
  • Represent MMA on internal and external committees, projects and work groups as required. Prepare and present presentations related to market mitigation as needed.
  • Foster collaboration with other ISO/RTOs and market monitors through email, conferences, and other communications to maintain awareness of energy market changes that may be impactful to the NYISO.
  • Comply with NYISO, FERC, NERC, NPCC, PSC and NYSRC relevant policies, rules and regulations. Provide technical information to fulfill PSC, FERC and other regulatory requests.



SUPERVISORY RESPONSIBILITIES

This position does possess supervisory responsibility and there are non-supervisory employees who report to this position.

QUALIFICATIONS:



  • Bachelor's Degree (B.S.) in Electrical Engineering, Economics or other technical / scientific field, Master's Degree (M.S., M.B.A.) desirable.
  • Ten years' experience including supervision in a combination of the following: power system market analysis, economic modeling, electrical supply or energy industry; or equivalent combination of education, training and experience.

ADDITIONAL REQUIREMENTS



  • Ability to read, analyze and interpret common scientific and technical journals, financial reports and legal documents. Ability to respond to common inquiries or complaints from market participants, regulatory agencies or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups and/or board of directors.
  • Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory and factor analysis.
  • Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, etc.,) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.
  • Intermediate competency in Windows operating environment using MS Office applications, e-mail and internet programs. Proficiency in Business Objects, market simulation and statistical (e.g., SAS) software technology strongly preferred.

WORK ENVIRONMENT

The noise level in the work environment is usually moderate. Contact with staff and public will occur. Travel may be required to attend and/or conduct meetings, conferences and training. This position may require work on nights, weekends or holidays.
