Position Purpose

This position is responsible for coordinating, monitoring, and administration of projects and tasks related to ASTM accreditation (ANSI, SCC), ASTM Committee on Standards and Committee Service functions. The position also provides support for administrative systems, procedures and policies within Committee Services, including support of IT enhancements related to the member and committee information systems (MCS).

Organization Role

This is a mid- to upper-level administrative support position reporting to Director Standards Development. The incumbent is engaged in a wide variety of activities involving direct contact with TCO Directors and Managers, standing committee members, ANSI and SCC staff, committee officers, ASTM Digital Services as well as many other internal and external contacts. Responsibilities require some application of discretion and judgment. Work is completed following established procedures; however, requires critical thinking for assessment of continually changing conditions and their impact on process, as it relates to various accreditation requirements, COS processes, and evolving IT systems.

The position functions as an individual contributor. It has no supervisory responsibilities, and only occasionally provides work direction to others.

Responsibilities

1. Support ANSI Accreditation

* Ensure ANSI Essential Requirements are met for ASTM standards submitted as American National Standards (ANS), which includes:

o Appropriate form submissions (daily, bi-monthly and monthly)

o Management of public comments received with staff managers

o Confirm completion of ANSI requirements for final approval

* Bi-annual reconciliation of ANSI statements with ASTM records

* Ensure all files and operational details related to the ANSI audio are maintained in a fashion that can demonstrate compliance during ANSI audits

* Lead the ANSI audit under supervision, gathering audit documentation, coordinating responses from ASTM staff, communicating directly with auditors, managing follow-up items, and executing improvements to the process based on audit results


2. Support SCC Accreditation

* Ensure SCC Requirements are met for ASTM standards submitted as National Standards of Canada (NSC). This includes, but is not limited to:

o Appropriate form submissions

o QA for public review postings to the ASTM and SCC websites

o Ensuring that all files and operational details related to the SCC audit are maintained in a fashion that can demonstrate compliance during SCC audits.

* Lead the SCC audit under supervision, gathering audit documentation, coordinating responses from ASTM staff, communicating directly with auditors, and managing follow-up items

3. Manage COS Workflow

* Prepare monthly Committee on Standards (COS) Letter Ballots.

* Communicate with staff and COS members with respect to COS ballots, negatives, and appeals

* Coordinate appeal process, including communication with appellant, staff manager and committee representatives, creation of preliminary review package, preparation of preliminary review ballot, creation of appeal packages, and coordination of appeal hearings

* Compiles report on overdue standards to Staff Managers and members of COS

* Facilitate planning and organizing the Committee on Standards meetings.

* Create COS agendas, minutes, and appeal response letters and circulate for approval

* Maintain membership and administer awards for Committee on Standards members

4. Standards Coordination

* Execute standards adjustments and maintenance, such as rescinding approvals, updating ballot action codes, managing dependencies, and updating standard jurisdictions

5. Committee Services Support

Position will also be responsible for support and back-up of other responsibilities as part of the Committee Services Team including:

* Support Virtual Meeting/Conference Call Services for TCO Staff

* Update member accounts in databases (MCS, Oracle eBusiness).

* Manually process changes in employment records for members.

* Update committee, officer, and member records for 150+ technical committees and standing committees as needed.

* Balloting, voting and standards maintenance requests, updating records as needed and working with I/T staff to handle

* Review new member and renewal exceptions and resolve any issues by working with ISS and Digital Services, and submitting and tracking tickets as needed

* Assist Committee Services as needed with administrative support tasks.

Minimum Requirements

* High School diploma and 2-3 years of general office experience.

* Proficient with general Business software, such as Microsoft Office Suite

* A customer service orientation; strong communications/interpersonal skills.

* Effective organization and time management skills.

* Detail orientation.

Preferred Qualifications & Competencies

* General knowledge equivalent to an Associate's degree and at least four (4) years of progressive administrative and operational support service assignments, working with a wide variety of internal and external contacts and resources.

* Strong communication and interpersonal skills to effectively deal with ASTM colleagues, including external partners, auditors ASTM Marketing/ISS/Accounting staffs, Digital Services, committee participants, etc.

* Very good organizational skills, prioritization and multitasking.

* Advanced facility with data entry and data management.
