Introduction

Loudoun County, Virginia, is located approximately 35 miles west of Washington, DC, and plays a key role in the Northern Virginia region, participating in regional undertakings including those related to transportation/transit and road infrastructure, parks, public safety, and economic development. Recognized as one of the fastest-growing counties in the entire United States, Loudoun boasts a thrilling and diverse local economy that will continue to expand with the recent opening of the three new Metrorail Silver Line stations.

The Department of General Services (DGS) directly supports County residents and County government by providing responsive and effective emergency and essential public works support, facility maintenance, energy management, solid waste management, environmental management and compliance, stormwater management, internal services, vehicle support, and transit services.


Job Summary

The Loudoun County Department of General Services is seeking qualified applicants for a Policy and Planning Administrator vacancy.

The Department of General Services has recently undergone an extensive organizational assessment that includes several major initiatives requiring a high level of policy expertise and planning experience. With limited and general direction from the Department Director, this position will provide strategic and administrative oversight and direction of staff for assigned projects within DGS Divisions and the Department. This position will lead the effort to develop, maintain, and revise divisional and departmental strategic plans aligned with the budget; manage, develop, and coordinate the creation of new Standard Operating Procedures (SOPs), Policies, and Plans for the assigned programs and projects; and ensure revised/new plans, policies, and SOPs comply with County policies, procedures, and related laws/regulations. This position will collaborate across and with all 13 Divisions of the Department, Department leadership, and external department partners to provide the desired service delivery.

These outcomes include:
1. Enhancing Tools for Communication and Collaboration: Improve our tools for coordinating and collaborating across all General Services Divisions and lines of effort.
2. Talent Development: Improve our talent development, which includes strengthening training opportunities for all employees.
3. Operational Efficiency and Effectiveness: Improve our operational effectiveness by thinking about how we can be more strategic in our asset management, sourcing, and procedures.
4. Strategic Plan Development: Create a 5-year strategic plan that will help us think more long-term about our goals for the future.
5. Achieve and maintain American Public Works Association (APWA) Accreditation.

This position will report directly to the Director of General Services and will act as a liaison between both external and internal stakeholders for various high-visibility projects. Critical to this position is an emphasis on public policy - a practitioner who can develop and align policies within DGS, as well as regional policy coordination for transit and environmental efforts. It is vital that this position has an in-depth understanding of public works operations.

Hiring salary is commensurate with experience.


Minimum Qualifications

Master's degree in a field related to Organizational Development; four (4) years of related, progressively responsible work experience; or an equivalent combination of education and experience.

Prefer experience in Public Works, Operations, and/or Engineering fields.

Prefer skills in policy writing, process documentation, strategic planning, and/or familiarity with the APWA Accreditation process.


Job Contingencies and Special Requirements

Valid driver's license and good driving record required. Employment is contingent upon successful completion of criminal, credit, and DMV record background checks, to include CJIS fingerprinting.
