The Visiting Senior Associate Director, Expert Consultant, under the direction of Unit leadership, will provide strategic guidance, policy analysis, and subject matter expertise on the design, financing, and administration of Medicaid and other public health coverage programs. With an emphasis in one of the following areas of expertise: eligibility, finance, managed care, Medicaid/Medicare (dual eligible), policy/program, special authority (waiver), or other specialized Medicaid area, the Visiting Associate Director will support cross-sector collaboration, policy development, implementation, and support efforts that strengthen Medicaid policy and fiscal stewardship in Illinois and beyond. This position is intentionally broad to accommodate evolving goals and objectives of OMI.

DUTIES AND RESPONSIBILITIES

  1. Serve as a senior resource on federal/state Medicaid policy.
  2. Advise Unit funders on the design, analysis, and implementation of Medicaid policy.
  3. Collaborate with Unit staff to develop Medicaid-focused projects, proposals, and strategic initiatives.
  4. Monitor and interpret changes in federal and state Medicaid policy, providing timely insights on their fiscal and operational implications.
  5. Assist in developing and assessing innovative models for service delivery and payment reform within the Medicaid program.
  6. Engage with public and private stakeholders, including state agencies, healthcare providers, and community-based organizations, to educate, align and promote the goals and objectives of OMI.
  7. Support the development and implementation of fundable projects related to healthcare financing and Medicaid innovation.
  8. Develop briefings, white papers, presentations, trainings and related content on complex Medicaid topics for diverse audiences.
  9. Mentor junior staff and contribute to building internal expertise on Medicaid policy.
  10. Other related duties as assigned.

QUALIFICATIONS
  • Master's degree in public policy, public health, health economics, health administration, law, social work, or a related field.
  • A minimum of 7 years of experience in Medicaid policy, healthcare financing, health system administration, or related disciplines.
  • Demonstrated expertise in health coverage financing, Medicaid program design, or federal/state healthcare funding.
  • Strong skills in strategic thinking, policy analysis, and cross-disciplinary collaboration.


Preferred Experience
  • Doctoral or professional degree (PhD, JD, DrPH, MD, or equivalent), or senior-level experience in Medicaid finance or policy.
  • Direct experience working at senior state or federal levels on Medicaid policy.
  • A record of effective engagement with public agencies, legislative bodies, academic institutions, or healthcare providers.
  • Understanding of the intersection between healthcare financing and equity, access, and outcomes.

KNOWLEDGE AND EXPERIENCE
  • Expertise in Medicaid Policy and Health Coverage Programs-Deep knowledge of Medicaid design, financing, eligibility, and/or managed care, with the ability to interpret and apply complex federal and state policy.
  • Strategic and Analytical Thinking- Proven ability to analyze policy and fiscal issues, think strategically, and offer actionable insights that guide decision-making and innovation.
  • Strong Communication and Presentation Skills- Excellent written and verbal communication skills, with the ability to distill complex information into clear, compelling materials for diverse audiences.
  • Stakeholder Engagement and Collaboration- Demonstrated success in building partnerships across government, healthcare providers, community organizations, or academia to advance shared goals.
  • Project Leadership and Implementation-Experience managing or supporting multi-faceted projects or initiatives in a healthcare or public policy setting, including planning, execution, and evaluation.
  • Equity-Driven Policy Understanding- Familiarity with how Medicaid and healthcare financing intersect with equity, access, and social determinants of health.
  • Mentorship and Team Development- Ability to mentor junior staff and contribute to a collaborative, mission-driven work culture.


APPOINTMENT INFORMATION
This is a Full Time academic professional position. The expected start date is 7/9/2025. Sponsorship for Work Authorization is not available for this position.

The budgeted salary range for the position is $120,000.00 - 165,000.00. Salary is competitive and commensurate with qualifications and experience, while also considering internal equity.
