Transportation & Parking Services (TPS) is part of Housing, Dining, and Auxiliary Enterprises (HDAE). TPS manages over 9,500 parking spaces and over 400 vehicles. TPS coordinates inbound and outbound traffic planning for all major campus events.

Brief Summary of Job Duties:

The Citation and Adjudication Supervisor oversees and administers the Citation and Adjudication Operation in Transportation & Parking Services (TPS). Responsible for over $1 million collected annually into the Fines and Forfeitures account. Oversees Citations and Adjudication unit in the performance of their daily duties. Ensures high level customer support and problem solving. Responsible for coordination and integration of databases for numerous vendors as well as on campus systems such as T2, Iris, ParkMobile, UCPath, BARC, Mercury, and Gold. Acts as liaison between Parking Services, other campus departments and the public. Responsible for overseeing all aspects of citation processing including citation appeals, Administrative Hearings, DMV interface, and preparation of letters for mailing as well as routine or complex correspondence. In compliance with the California Vehicle Code (CVC), uses independent judgment in the adjudication of citation appeals. Addresses customer problems and complaints. Interacts with a highly diverse campus population in dealing with complex issues of campus access and parking at UCSB, by exercising diplomacy and tact even in the face of adversity.

Required Qualifications:

  • High School Diploma
  • 1-3 years Experience with parking operations; policies and procedures.

Preferred Qualifications:

  • 1-3 years in a supervisory or lead capacity, overseeing staff or unit operations.
  • 3 years experience with parking operations, policies, & procedures.
  • Working knowledge of applicable laws, regulations, codes and ordinances related to parking management.
  • Proficient in web-based parking related systems and Google suite.
  • Analyze operational & financial data to make recommendations to management.
  • Strong communication skills to interact with the public, staff, & campus partners.
  • Demonstrated ability to confront and clarify issues.
  • Strong organizational and time management skills.

Job Functions and Percentages of Time:

  • 55% Supervise Citations and Adjudication Unit - Oversees and administers all aspects of the Citations and Adjudication of TPS to include staffing, organization, policy and procedures. Ensures procedures and practices are in compliance with UC fiscal and cash handling policy and procedures. Ensures strict compliance with the California Vehicle Code in regards to citation processing, adjudication, collection, and vehicle immobilization and/or impoundment. Supervises all aspects of the citation appeal process including: the online process for citation adjudication and Level I administrative reviews preparation of all related documents and schedules for Administrative Hearings (Level II reviews) preparation of, and filing of necessary court papers for appellant's appearances in Superior Court (Level III review) Recruits, selects, trains, and evaluates employee performance. Communicates assignments, job expectations and monitors work. Provides coaching, discipline, written reports and employee appraisals. Provides information about departmental policies, work rules, work ethics, operating procedures, and standards of performance. Resolves service problems and/or failures by researching the pertinent issues, identifying alternative means of fulfilling customer needs and implementing solutions. Reviews and audits incoming revenue to ensure compliance with university policy, practices and procedures. Monitors all citation issuance and revenue works with the Financial Team to identify excesses and/or shortfalls and provide options for resolving budget issues. Performs periodic internal audits for each area of responsibility including appeal results, financial deposits, and timely issuance of notifications. Responsible for ensuring coverage is accomplished through proper planning, coordination, approval and scheduling of employee work schedules, vacation plans and sick days so as to avoid coverage gaps to the maximum extent possible. Performs organizational assessments to identify staffing, equipment and technology needs in order to maximize citation and adjudication unit efficiencies. Communicates and explains job expectations to employees so they understand their duties, roles and responsibilities Supervises DMV data transfers such as Registered Owner, DMV liens, and associated return files regarding delinquent citations. In the absence of the Permit Sales Supervisor provides supervision and management to the Sales Unit.
  • 25% Citation Adjudication - Reviews & responds to the more complex citation appeals that have been escalated from the citation adjudicator in writing, via the internet, in person or via phone. Analyzes all relevant evidence, including prior violations, warnings, and previous appeal outcomes. If necessary collaborates with the Assistant Director, Operations Manager, Enforcement Supervisor, and Adjudication Team on complex cases. Engages with enforcement officers and police staff to gather details on citation issuance. Utilizes campus benchmarks, internal databases, and case information to draw evidence-based conclusions and make fair, consistent decisions. Follows established guidelines from the Director and Administrative Services regarding citation waivers. Conducts on-site visits as needed to assess signage, parking lot layouts, and other factors relevant to the appeal process. Ensures compliance with California Vehicle Code (CVC) regulations, including time frames for Level I Administrative Reviews and Level II Administrative Hearings in coordination with UCPD. Maintains impartiality by recusing from cases involving personal relationships, business interests, or any potential conflict of interest.
  • 10% Financial Analysis & Reporting - Reviews, analyzes, and summarizes information on citation activity including appeals, citation issuance, and payments. Prepares and provides productivity and statistical reports and charts on a timely basis to management. Prepares periodic reports and charts drawn from statistical data, canned reports or extracted from raw data files. Tracks receipts by payment types such as on-line credit card, mail, Sales Office, ensuring compliance with audit requirements. Closely tracks and monitors all revenue and monthly expenses. Performs periodic audits of citation payment processing. explanations of policies and procedures regarding permit sales, permit eligibility/restrictions, and other pertinent information. Composes professional memos, letters and reports which may include explanations of policies and procedures regarding permit sales, permit eligibility/restrictions, and other pertinent information.
  • 5% Planning & Analysis - Analyzes citation trends in order to predict revenue and workload. Analyzes trends in citation appeals making appropriate recommendations regarding signage, enforcement, regulations, event management, general parking policy, and community/campus outreach. Analyzes outcomes of Administrative Hearings making necessary recommendations to enforcement, adjudication, TPS management, and/or special events. Makes recommendations for changes to Parking Rules and Regulations, policies, signage or other applicable areas as needed.
  • 5% Other Responsibilities - Work special campus events such as Commencement, Move-In and other student initiated events supporting a variety of attendees such as student family members, students & faculty/staff Ensures compliance with accounting and audit policies and procedures. Maintains work area ensuring compliance with university standards of good stewardship. Will be assigned special projects and a variety of administrative tasks, attend staff development training, user group meetings, vendor conferences and other training to maintain and enhance professional skills and expertise.
