Job Description

POSITION SUMMARY: The Clinical Director is responsible for the overall clinical and operational aspects of the Outpatient, Certified Peer Specialist (CPS) and psychiatric rehabilitation services programs. In coordination with the Director of Outpatient and Recovery Services, this position has oversight for the children and adult Outpatient clinic, New Visions, and Partners in Recovery.

DUTIES AND RESPONSIBILITIES:

  • Direct and coordinate, for each person served, the comprehensive assessment of psychiatric history, mental status and diagnosis; physical health, history of drugs or alcohol; education and employment; social development and functioning; activities of daily living (e.g., self-care, living situation, nutrition, money management); and family structure and relationships
  • Provide clinical and operational direction to assigned behavioral health programs
  • Provide clinical supervision to doctoral psychology interns as stipulated by American Psychological Association (APA) and school requirements outlined in doctoral students' learning contracts; provide clinical supervision (directly or indirectly through doctoral psychology interns) to master level interns as stipulated by school requirements outlined in master students' learning contracts
  • Lead staff and planning meetings; continuously evaluate the status of services and do appropriate planning and coordination of activities to ensure immediate attention to their changing demands
  • Direct and coordinate the distribution of clinicians, recovery coaches, and certified peer specialist to ensure exemplary treatment, rehabilitation, and support services
  • Supervise and evaluate the team and team members to ensure service excellence to persons served
  • Provide oversight to ensure medical records management processes are in compliance with agency policies, Medicaid and other third party payment requirements; ensure staff are trained on medical record requirements; ensure regular review of client assessments, treatment plans, and progress notes written by the staff, and ensure individual staff mastery of medical records review and documentation processes mastery
  • Oversee and provide continuous quality assurance activities and reviews of use of program services
  • Develop and nurture relationships with families, outside social service agencies, funding sources and other stakeholders. Engage in community activities designed to market the program services to the Philadelphia community
  • Adhere to and responsible for knowledge of all regulations, certifications and other approvals
  • Work closely with manager and other directors to resolve any emergent and ongoing program concerns.
  • Lead and actively participate in teams, committee, or special projects as directed by the Director
  • Conduct clinical assessments and provide direct clinical treatment, rehabilitation and support services to persons served, as needed
  • Assist Director in staff recruitment efforts including all aspects of interviewing, selection, and extensions of employment offers
  • Direct and assign work task and projects, manage individual team member performance and development, and ensure adherence to department, agency, funding source and all state regulations rules, regulations and policies This includes ensuring clinicians and/or interns meet productivity thresholds adequate to maintain the programs' fiscal needs
  • Develop and implement staff orientation and ongoing training
  • Perform on-call duty for crisis intervention and for staff supervision and consultation
  • Perform other duties as assigned

IMMEDIATE SUPERVISOR: Director of Outpatient and Recovery Services

DIRECT REPORTS: Clinicians, Doctoral Interns, Master-level Interns, Certified Peer Specialists, Recovery Coaches, Administrative Staff.

CONTACTS: Individuals served and their families and caregivers, Elwyn staff, funding source representatives, program evaluation personnel, related professional agencies/social service agencies, community mental health centers and hospitals, advocacy groups, county and state government representatives, employers and other stakeholders.

EDUCATION/EXPERIENCE/SKILLS REQUIREMENTS:

  • Doctoral Degree in Psychology
  • Licensed as a Psychologist in Pennsylvania at time of hire or within 6 months of hire
  • Certified as a Psychiatric Rehabilitation Professional (CPRP) at time of hire or within 2 years of hire
  • Five (5) years in the mental health field preferred
  • Two (2) years supervisory experience preferred
  • Experience supervising CPS preferred
  • Knowledge and experience in clinical program design including individual and group therapy, knowledge of implementation of psychological assessment instruments, and experience within a managed care environment
  • Demonstrated computer proficiency including Microsoft Office, Word, Outlook, Excel, and Power Point
  • Flexibility to alter working hours when needed
  • Demonstrated ability to work effectively as part of a team
  • Must possess excellent customer interaction, collaboration, presentation, and written and verbal communication skills
  • Experience with electronic health records preferred
  • Must have current, valid driver's license in state of residence, 3 years driving experience, and acceptable driving record
