Position Location:

This position is located in Los Alamos, New Mexico.

426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.

Position Summary

This position is an integral role in N3B's Los Alamos Legacy Cleanup contract and requires a wide array of planning, integration, and process improvement responsibilities associated with work control and maintenance of nuclear and non-nuclear facilities to accomplish CH-TRU mission essential objectives. This is an opportunity to leverage your knowledge and ability to lead and manage the initiative to improve maintenance and work control for Technical Area 54 Area G. Specifically, supervises managers, technical staff, bargaining unit trades, general maintenance employees, and outside contractors who construct, maintain, and repair utilities systems, buildings, and equipment for nuclear and non-nuclear facilities. Sets priorities and performs forecasting and allocates the resources needed to complete all preventive and corrective maintenance tasks. Responsible for establishing and maintaining the maintenance budget/control account, along with monthly review and reporting. Provides support to waste operations, waste retrieval and remediation, project delivery, and production services by maintaining systems, structures, components, equipment, power, and light services for all nuclear and non-nuclear facilities.

The preferred candidate should be self-motivated; values building credible relationships with internal company and external contacts. Flexibility in approaching challenges in a fast paced environment is essential.

This position reports to the Engineering & Nuclear Safety Program Manager.

Essential Duties/Responsibilities (may include, but are not limited to):

  • Assists in directing and controlling maintenance and site services.
  • Provides guidance and interpretation of policies and programs concerning facility maintenance and management
  • Ensure maintenance and/or construction operations continuously adhere to engineering designs, specifications, quality standards, schedules, and budgets.
  • Responsible for maintenance and/or construction performance and oversight of subcontracted and/or in-house facility maintenance and/or construction services.
  • Responsible for resource allocation of personnel and equipment, and ensuring trained and qualified personnel are assigned to work activities.
  • Analyze and solve problems encountered in daily maintenance and system monitoring. Including assisting in identification of root cause and implementing appropriate corrective actions.
  • Evaluates existing procedures and job sequencing to verify that resulting work will ensure safety and utilization of a graded approach consistent with government and company requirements. This includes configuration management, planning, scheduling, and coordination of all maintenance activities.
  • Establishes operating policies and procedures that affect various N3B organizations, verifying that safety is consistent with regulatory and N3B requirements.
  • Develops and recommends quality improvements to mechanical and inspection work and work records.
  • Establishes new techniques and methods for routine, non-routine, and project work.
  • Performs testing of tools and materials to determine if they meet specifications and requirements.
  • Works with training personnel in the development of training programs.
  • Works within the work control process and identifies areas for continual improvement.
  • Maintenance tool and equipment control, and maintaining the Master Equipment List.
  • Develop and maintains performance indicators for corrective and preventive maintenance to monitor and trend the health of the maintenance program.
  • Provide leadership for the safety and health programs for work areas or projects which include: worksite specific safety orientation of new employees, monitor subcontractor safety meetings, inspect worksite for unsafe conditions and practices and take appropriate corrective actions.

Minimum Qualifications (Knowledge, Skills, Abilities):

  • Knowledge of DOE G 433.1-1, Nuclear Facility Maintenance Management Program Guide for use with DOE O 433.1, which references Federal regulations, DOE directives, and industry best practices using a graded approach to clarify requirements and guidance for maintaining DOE-owned Government property.
  • Comprehensive knowledge and experience with nuclear and non-nuclear facilities management including systems engineering design and maintenance, safety/authorization basis, configuration management programs, work control, facility control systems, major construction projects, and upgrades.
  • Extensive experience with maintenance of operations associated with nuclear and non-nuclear facilities ensuring sufficient resources (e.g., oversight and independent assessment, management involvement, funding, assignment of personnel roles and responsibilities, facilities, tools, and equipment).
  • Ability to utilize and manipulate a computerized work management system to maintain and track project activities.
  • Experience with an Earned Value Management System (EVMS) to track cost and schedule performance is a plus.
  • Thorough understanding of work hazards, safety practices, operating configuration, and lock-out/tag-out policies and procedures
  • Demonstrated ability to understand and interpret various physical, mechanical, and electrical documents, blueprints, drawings, and schematics.
  • Demonstrated ability to utilize and manipulate a computerized work management system used to maintain and track project activities.
  • Demonstrated experience in identifying problem areas, investigating alternative solutions, and determining action to be performed on problems affecting maintenance and site services programs and processes.
  • Demonstrated experience developing and implementing organizational strategies and objectives.
  • Experience translating requirements into executable policies and procedures
  • Knowledge of government regulations affecting maintenance and site services
  • Knowledge and experience leading technical teams as well as working as part of a technical team; experience training and mentoring staff to higher levels of performance
  • Demonstrated experience in management, supervision, and human resources administration of assigned employees.
  • Effective communication skills with ability to present ideas effectively in formal and informal situations and convey thoughts clearly and concisely, both verbally and in writing
  • Proficiency in MS Office (Word, Excel, PowerPoint and Outlook) as required
  • The Maintenance Director is a qualified position and is 426.2 applicable. The selected candidate must be able to complete and maintain the training and qualifications required for the position.

Education and Experience Required:

Bachelors' degree combined with 14 years of practical experience. Experience should include a minimum of 6 years of supervisory responsibility. Additionally, must have 4 years of nuclear experience per DOE O 426.2.

Education Equivalency: 2 years of relevant experience for 1 year of college.

Working Conditions and Physical Requirements:

Will work in both indoor and outdoor environments with moderate to loud noise levels. May work in controlled temperature conditions, cold and hot temperatures, or inclement weather conditions. Exposure to chemicals, mechanical and electrical hazards, and hazardous physical substances and fumes. Will interact with individuals in interpreting and enforcing rules, policies, and procedures.

While working to achieve N3B LLCC objectives, the Director of Maintenance will ensure all activities and operations are performed in a safe and deliberate manner to include protecting the confidentiality and integrity of Personally Identifiable Information (PII). This role will maintain required safety, security and operational training; assure procedural and regulatory compliance; and make safety, security and quality an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises security. Must be able to obtain and maintain a Department of Energy security clearance.
