At Central Plateau Cleanup Company (CPCCo), located in Richland, Washington, we are working to provide a sustainable future for the historic Hanford area through the protection of the Columbia River and the remediation of the Central Plateau. Our Project Integration Support department is seeking an experienced and dynamic Project Controls Specialists who is a self-starter willing to support the Project Controls System and Baseline Management team and take an active part in making them successful.
A day in the life of a Project Controls Specialist, under minimal supervision will involve, but is not limited to the following:
* Work within established procedures and earned value management system (EVMS). * Support the Project Controls Services organization in the maintenance of the Earned Value Management databases used by CPCCo for the purpose of retaining and managing the PMB cost processor (Deltek Cobra). * Provide standard process requirements, procedures, and guidance for Project Controls staff related to the use of the Deltek Cobra cost management system, Hanford Programs Integrated Control (HPIC) module, Hanford Data Integrator (HANDI) and the DOE-HQ Project Assessment and Reporting System (PARS II). * Provide support to staff, field, and other site contractors for all aspects of the assigned scope and provide an interface with CPCCo personnel. * Provide support to validate data within the tool sets and recommendations for improvements/efficiencies. * Assist projects as needed, with integrating and validating data in Cobra. * Assist in identifying any cost, schedule, or performance problems related to CPCCo. * Apply cost analysis such as Earned Value Management (EVM) concepts: the basis used in the Cobra software. * Support external audits or data requests, compiling data and participating in review of baseline, estimates and/or proposals with customer staff in responding to questions. * Implement work breakdown structure and the project coding structure for control and integrity of work defined by the contract. * Work with Field Project Controls analysts to develop and maintain Rules of Performance for performance measurement. * Develop, maintain and monitor Field Execution Schedule. * Support Task Order and Contract Change Proposal Development. * Support development of a critical path method schedule as needed. * Prepare and/or review baseline change requests, including cost estimating, basis of estimate development, and schedule preparation. * Perform work in a safe, compliant, and cost-effective manner. * Willingness to be trained by more senior project controls staff within the team. * Demonstrated ability to evaluate and prioritize work activities so tasks can be accomplished within identified period while taking into account impacts of decisions. * Demonstrated ability to act independently to review, validate, and document project controls-related data for internal and external use. * Excellent verbal and written communication skills, and the ability to work well with others.
Basic Qualifications
* Senior Level Grade 19: Bachelor's degree (BA/BS) in related discipline or equivalent combination of education and experience with 8 or more years of relevant experience.
* Principal Level Grade 20: Bachelor's degree (BA/BS) in related discipline or equivalent combination of education and experience with 10 or more years of relevant experience.
The higher posted level has greater scope, complexity, authority, impact. The level offered to the selected candidate will be based on the needs of the company and the candidate's education, training, and/or experience.
Desired Qualifications
* Experience implementing EIA-748 Earned Value Management and project controls practices. * Previous experience administering an Oracle COBRA database environment in the DOE complex, Department of Defense, or equivalent environment. * Proficient in use of Microsoft Office Excel (lookup and pivot table experience) * Deltek COBRA experience * Primavera P6 experience * EVM knowledge * Experience with PowerBI.
Compensation & Benefits
In accordance with the CPCCo salary determination process, CPCCo takes into consideration the level of assigned job duties and responsibilities, and the candidate's education, training, and/or experience relative to internal peers and the external labor market. CPCCo will not solicit salary history for candidates.
Expected annualized pay range based on full time schedule (40 hours per week):
* Senior Level Grade 19: $101,950 - $163,050.
* Principal Level Grade 20: $112,250 - $179,500.
In addition to base pay, employees may be eligible for variable pay awards.

The higher posted level has greater scope, complexity, authority, impact.
