About the Job
Public Safety Communications Supervisors are front-line supervisors responsible for supervising the operation of a shift and/or group of employees within the Public Safety Emergency Communications Center's 24 hour day, 7 day a week operation. Supervisors perform the duties of all positions with the center, including back-up, sick leave, and break coverage for Staff. TYPICAL TASKS (These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this class.)
Regular, On-Going Tasks:
Provide supervision for the Public Safety Emergency Communications Center, overseeing activities of Dispatchers and Central Security Monitors. Plan for staffing, preparing work schedules to ensure proper staffing levels. Authorize staff overtime. Audit attendance and payroll records to ensure accuracy.
Supervise staff to include assignment and/or direction of work, on-the-job instruction and/or training. Monitor employee performance and provide coaching/feedback, performance appraisal, adjustment of grievances, discipline, and rewards and recognition.
Interpret and apply University, collegiate and/or departmental policies and procedures, local ordinances and State laws.
Coordinate the procurement of materials and maintenance of equipment, tools, and resources to facilitate the work of the Center staff. Serve as administrator of one or more systems. Research and recommend equipment/systems for Center operations.
Represent the department by meeting and/or communicating with internal and external stake holders, colleagues, customers, and/or vendors.
Conduct investigations into internal and external complaints against the PSECC and/or its employees, and make recommendations regarding plan of action.
Perform central station monitoring of electronic campus security systems including, but not limited to: Video Surveillance Systems Card Access Systems Alarm Systems Emergency Communication Systems
Operate emergency communications systems, including answering emergency and non-emergency calls for police, fire, or medical services; dispatching police, security field personnel and/or parking enforcement in response to requested services, task assignments, etc. Monitor computer and other technical equipment used in the PSECC, troubleshoot problems and failures, call technical support for assistance, when required. Other duties as assigned.
SUPERVISION Incumbents are supervisors within the definition of the Minnesota Public Employment Labor Relations Act (MPELRA), and report to the PSECC Manager. Supervisors have the responsibility to assign and direct work, evaluate work, reward, discipline, and to adjust grievances on behalf of the University.
An employee, other than an essential employee, with authority to effectively recommend a supervisory function, is deemed to have authority to undertake that supervisory function for the purpose of this definition.
WORK ENVIRONMENT The Communications Center is staffed 24 hours day, 7 days a week and requires working evenings, weekends, and holidays. Incumbents make critical decisions independently and carry out duties in a high stress environment.
Qualifications
REQUIRED QUALIFICATIONS Requires BA/BS with at least five years of experience or a combination of related education and work experience to equal nine years. Three years of experience in a 911 emergency call center environment with two years as a dispatcher required. Occasional travel, typically by driving, to work sites on-campus and other locations around the state. DESIRED QUALIFICATIONS Good working knowledge of emergency communications telephone and radio dispatching procedures, emergency service procedures, and computer operation applying to all aspects of emergency communications service. Good working knowledge of video surveillance and access control principles and procedures. Knowledge or experience with change management philosophies and principles. Geographic knowledge of University campuses and surrounding communities. All employment offers are conditioned upon the successful completion of a criminal background check. Employees in this position must be able to pass clearance to access Criminal Justice Information Systems (CJIS).
Pay and Benefits
Pay Range: $36.75 - $60.65, depending on education/qualifications/experience Time Appointment Category: 75%-100% Appointment (If job description above does not specify appointment or expected weekly hours, assume a 100% appointment.)
