At the Telecare Fern Lodge Behavioral Wellness program, we provide intensive mental health and psychiatric treatment services in a safe, welcoming environment for adults requiring continued time for stabilization and recovery support.
We believe recovery starts from within and that our job is to do whatever it takes to provide the support needed on our residents' recovery journeys. Our secure facility includes a full staff of registered nurses, clinicians, peer specialists, and social workers on call 24 hours a day to provide wraparound support.
Our services are designed using Telecare's Recovery-Centered Clinical System (RCCS). Through the lens of trauma-informed care, this system incorporates evidence-based practices and innovative design components. RCCS focuses on choice-making skills, harm reduction techniques and strives to awaken the hopes and dreams of the individual. The RCCS emphasizes "no-force first" practices. Staff work with individuals within their cultural dynamic in building independence and self-responsibility in order to foster their recovery and successfully transition them home or to a less restrictive community setting.

The expected starting wage range is $77,968.80 - $88,280.72. The full wage range goes up to $97,972.80. Telecare applies geographic differentials to its pay ranges. The pay range assigned to this role will be based on the geographic location from which the role is performed. Starting pay is commensurate with relevant experience above the minimum requirements.
POSITION SUMMARY
The Facilities Manager is responsible for the management of a high-quality, safe, cost-effective, and efficient facilities operation of Telecare's facilities.
ESSENTIAL FUNCTIONS
* Demonstrates the Telecare mission, purpose, values, and beliefs in everyday language and contact with internal and external stakeholders
* Plans, organizes, directs, and controls the facilities management department
* Responsible for advising and consulting the facility's Directors of Environmental Services
* Makes use of management practices that include empowerment of staff, provision of clear and concise expectations regarding duties assigned to employees, frequent feedback focusing on both positive and problematic aspects of work performance, and other management practices that are consistent with Continuous Quality Improvement
* Promotes and maintains harmonious and effective relationships and communications within the department and with other departments
* Assesses systems to develop plans for repair, replacement, or preventative maintenance in areas including HVAC, plumbing-water-sewage, electrical, building structure, roofing, telephone, grounds maintenance, security, and closed-circuit TV
* Assesses the quality and effectiveness of facility safety programs
* Assesses the quality and effectiveness of ongoing therapeutic environment monitoring programs
* Writes and monitors contracts for renovations, repairs, and maintenance
* Available to respond to off-hour emergencies by phone or in person, as required
* Assists the Development Department in new projects requiring knowledge of OSHPOD regulations
* Maintains up-to-date knowledge of all applicable licensing standards as they apply to facilities and environmental services, including applicable federal, state, and regulatory agency standards such as JCAHO, OSHPOD, DOH, Social Services, DMH, etc.
* Collaborates with other administrative staff in strategic planning activities with the goal of ensuring ongoing effectiveness of the program
* Available to assist at other Telecare facilities, which will involve some travel
* Establishes staffing requirements and recommends to the administration the number and classification of personnel to be employed; may assist in the recruitment, selection of staff, and when necessary, disciplinary action within the facilities operations area
* Establishes and maintains job specifications and descriptions for facilities management staff and environmental services staff
* Develops standards to determine when external contracting should be considered instead of using internal resources
* Manages the Facilities Operations Department within allocated budgetary parameters and participates in the development of the fiscal budget
* Consults with and advises facilities managers in order to establish the most efficient and cost-effective operations
* Maintains a listing of priority projects that should be addressed through the capital equipment process
* Annually, requests facilities to submit capital requests to be added to the capital program
* Monitors completion of projects and re-adjusts priorities as needs change
* Demonstrates knowledge and understanding of facilities management at the site level and for proper day-to-day maintenance
* Supervises vendors and subcontractors when appropriate
* Establishes and defines standards that ensure that safe practices are consistently followed within the department
* Assesses the quality of work rendered by individual facilities management staff and ensures that sound procedures are followed
* Establishes and maintains a comprehensive Quality Assurance/Quality Improvement program within the Facilities Operations Department, which includes frequent collaboration with other departments, employee education, and a focus on monitoring departmental standards and actively removing barriers to the provision of high-quality work performance

Position requires transporting Members in the program vehicle (acceptable driving record)
- Valid and current driver's license, and personal vehicle insurance with your name listed as a driver.
- Willingness to use your personal vehicle to attend meetings, etc. (weekly mileage reimbursement at the IRS rate)
QUALIFICATIONS
Required:
* Three (3) years of facility management with supervisory experience
* Fiscal management, including developing and monitoring budgets
* Knowledge of and experience in the appropriate licensing standards, including OSHPOD, OSHA, JCAHO, etc.
* Demonstrated knowledge and understanding of facilities and environmental services, including carpentry, painting, electrical, plumbing, and building maintenance
* Must be at least 18 years of age
* Must be CPR, Crisis Prevention Institute (CPI), and First Aid certified on date of employment or within 60 days of employment and maintain current certification throughout employment
* All opportunities at Telecare are contingent upon successful completion and receipt of acceptable results of the applicable post-offer physical examination, 2-step PPD test for tuberculosis, acceptable criminal background clearances, excluded party sanctions, and degree or license verification. Position requires driving, a valid driver's's license, a motor vehicle clearance, and proof of auto insurance is required at time of employment and must be maintained throughout employment. Additional regulatory, contractual, or local requirements may apply.

SKILLS
* Applied computer application skills, including but not limited to Microsoft Office applications (Word, Excel, PowerPoint), word processing, timeline management (project management), database management
PHYSICAL DEMANDS
The physical demands here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
The employee is occasionally required to squat, kneel, crawl, climb, and lift and carry items weighing 75 pounds or less, as well as to frequently bend, twist, reach, and do simple and power grasping. The position requires manual repetition and dexterity as well as constant sitting, walking, standing, pushing, pulling, and occasionally driving. Occasional Hazardous Exposure (Blood Borne Pathogens, Hospital Waste, Chemical and Infectious) as well as exposure to uneven grounds.
