Summary:

The Alternate Contract Manager (ACM) will support the successful execution of the National Guard Bureau (NGB) - Continuous Process Improvement and Integrated Management System Services contract. The ACM will serve as the designated backup to the Contract Manager (CM), assuming full operational and contractual authority during the CM's absence. The ACM is responsible for maintaining contract continuity, ensuring compliance with performance requirements, and working directly with Government personnel to address contract-related matters.


Responsibilities

Essential Job Functions:

  • Serve as the designated Alternate Contract Manager and assume full CM duties during the absence of the primary Contract Manager.
  • Maintain awareness of all contract requirements, personnel assignments, deliverables, and communications to ensure seamless operational coverage.
  • Act as the liaison between the contractor team and Government officials (COR/KO) when delegated, resolving issues, implementing technical instructions, and ensuring service quality.
  • Support the CM in coordinating task execution, monitoring performance, and ensuring that all work stays within the scope of the contract.
  • Reinforce controls that prevent contractor employees from performing out-of-scope work and ensure staff understand the limits of their responsibilities.
  • Assist in the preparation of contract documentation, reports, performance updates, and stakeholder briefings as needed.
  • Ensure adherence to all terms and conditions outlined in the contract and compliance with all applicable Federal Acquisition Regulations (FAR).
  • Collaborate with the CM on workforce planning, performance evaluations, quality control, and operational improvements aligned with CPI/IMS objectives.

Qualifications

Necessary Skills and Knowledge:

  • Demonstrated knowledge of Federal Acquisition Regulations (FAR) and performance-based service contracting.
  • Ability to act independently with sound judgment during the absence of the primary CM.
  • Strong leadership, communication, and problem-solving skills.

Minimum Qualifications:

  • Minimum 3-5 years of experience managing Government contracts, including direct experience working with CORs and KOs.
  • Experience managing performance and compliance across multi-disciplinary teams.
  • Must possess and maintain a Secret security clearance.

Preferred Qualifications:

  • Bachelor's degree in Business Administration, Contract Management, Project Management, or a related field.
  • PMP certification.
