DESCRIPTION OF WORK

As the Deputy State Inspector General, you will be responsible for all administration, planning, organization, and direction of investigative activities for staff assigned to the Bureau of Special Investigations. This professional will provide oversight for executive agency investigations including program reviews, background investigations, contracts and financial fraud investigations, and investigations into abuse in benefit and entitlement programs administered by Commonwealth agencies, boards, and commissions under the Governors jurisdiction. Other key responsibilities include:

  • Collaborating with federal, state, and local agencies.

  • Reviewing caseloads with managers and providing direction and oversight for difficult and complex cases.

  • Directing staff in the gathering and analysis of evidence and information to support the findings from investigations and in the preparation of reports to the Governor's Office, General Counsel, and agency heads.

  • Collaborating with other high-level OSIG executive staff in the development and implementation of new investigative procedures.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 2 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Eight years of experience in progressive responsibility in criminal, civil, or administrative investigation work including 4 years in an administrative, managerial or supervisory capacity, and a bachelor's degree in Criminal Justice or related field; or
  • Such training as may have been gained through graduation from a four-year college or university; or
  • An equivalent combination of experience and training.

Special Requirements:

  • This position requires employees to attend and successfully complete the Commonwealth Investigator Training Program (CITP) as needed.

Additional Requirements:

  • You must have possession of an active motor vehicle driver's license which is not under suspension.
  • You must obtain CLEAN/NCIC certification within two months of employment and maintain this certification for the duration of employment in this job.
  • You must adhere to the values and ethics of the OSIG.
  • You must have solid written and verbal communication skills.
  • You must have experience handling and/or maintaining highly sensitive and confidential matters with discretion.
  • You must have experience reviewing and interpreting laws, policies, and regulations.
  • You must have strong critical thinking and problem-solving skills.
  • You must submit a writing sample w/application demonstrating ability/skill of presentation of complex reporting.
  • You must be able to perform essential job functions.

Preferred Qualifications (not required):

  • Experience in interviewing and interrogation techniques.
  • Experience in the criminal prosecutorial process.

Legal Requirements:

  • You must pass a background investigation.
  • This position falls under the provisions of the Older Adult Protective Services Act.
    • Under the Act, a conditional offer of employment will require submission and approval of satisfactory criminal history reports, including but not limited to, PA State Police and FBI clearance.
  • This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 (Pub 1075) which requires you to pass an enhanced background check prior to beginning employment. Under Pub 1075, acceptance of a conditional offer of employment will require submission to and approval of satisfactory criminal history reports, including but not limited to: a fingerprint-based federal records check; a PA State Police clearance; a check of local law enforcement agencies where you have lived, worked, and/or attended school within the last five (5) years; and a citizenship/residency verification.
  • Due to Act 29, the selected candidate will have limited law enforcement powers, which require all employees with access to agency systems to undergo fingerprinting and an in-depth background check to include criminal, tax, and credit history.
