Devon Energy is seeking a results-driven and experienced Midstream and Infrastructure Manager to lead the operations and development of its oil terminals, saltwater disposal (SWD) wells, compressor stations, and pipeline infrastructure. This role is responsible for ensuring safe, reliable, and cost-effective operations while supporting growth initiatives and regulatory compliance within the Midstream and Produced Water functions.

  • Oversee daily operations of oil terminals, SWD wells, and associated pipeline infrastructure

  • Ensure all systems operate at optimal performance with minimal downtime to ensure maximum capture efficiency of the system

  • Implement best practices in preventative maintenance, troubleshooting, and system reliability

  • Manage capital projects related to midstream expansions or upgrades

  • Coordinate with engineering, construction, and regulatory teams to ensure projects meet deadlines and budgets

  • Provide strategic input on infrastructure projects, 3rd party development opportunities and project lifecycle planning

  • Ensure compliance with federal, state, and local environmental and safety regulations (e.g., PHMSA, DOT, NDIC).

  • Collaborate with marketing, production, and land teams to align infrastructure capacity with development plans

  • Support commercial negotiations and contracts with 3rd party midstream providers or service vendors.

  • Develop and manage OPEX and CAPEX budgets for midstream operations

  • Identify cost-saving opportunities and operational efficiencies

  • Lead a multidisciplinary team including field personnel, engineers, and contractors

  • Foster a culture of safety, accountability, and continuous improvement

  • Support training and development of staff to enhance operational excellence

  • Strong background in midstream operations, including terminal, pipeline, and water disposal systems.

  • Proven knowledge of DOT pipeline regulations, API standards, and produced water handling practices.

  • Experience with SCADA systems, pipeline integrity programs, and facility design is a plus.

  • Excellent communication, analytical, and organizational skills.

Education:

  • Bachelor's Degree in Engineering (Electrical, Chemical, Mechanical, Civil) or any other related discipline and/or commensurate work experience is required.
