Position Summary

Responsible for the preparation of bids for engineered products and more technical scopes of work originating from other internal divisions such as installation and IMR. The Tender Engineer will work together with Sales, Project Management, Engineering, Procurement, and other technical experts to jointly produce winning proposals at a high level of quality and speed.


Duties And Responsibilities

ESSENTIAL:

  • Collaborate with sales, engineering, and project management to define the correct technical solution for received RFQs. Evaluate different strategic options for the bid and select the ideal bid strategy.
  • Review technical and commercial terms of Customer RFQ's and RFP's.
  • Define proposal deliverables based on Customer specifications and internal capabilities.
  • Fully understand and follow SSR / OPG commercial processes and procedures.
  • Participate in defining scope of work, engage with PM and Engineering Leads on resource needs (engineering / PM labor), build cost estimation sheets, create line-item descriptions for bid (part description, testing requirements, documentation).
  • Assist in Risk Assessments done during the bid phase. Identify risks/opportunities and mitigation/improvement plans.
  • Collaborate with SCM to obtain commercial quotes from subcontractors and vendors.
  • Participate in Executive Bid Reviews with Senior Management.
  • Support the development of cost/price models for new work activities.
  • Collect information from Management, Engineering, Procurement, Sales, Accounting, Tax, Quality, HSE as appropriate.
  • Review basic contractual documents (POs, Work Orders, Service Orders) from a contractual and commercial perspective to ensure compliance with company policies and practices.
  • Assist with contract execution and handover to project management.
  • Assist with department process improvement initiatives, including creating and revising procedures as required.

Qualifications

REQUIRED:

  • Bachelor's Degree in Engineering and three (3) years' industry experience, including subsea oil and gas products and services.
  • Minimum 2 years' experience working in engineering, project management, and/or cost estimation roles.
  • Proficient with MS Word, Excel, PowerPoint; ability to learn and navigate ERP system, AutoCAD, SolidWorks, Product Lifecycle Management (PLM), SharePoint and XaitPorter.

DESIRED:

  • Good working knowledge of typical subsea Oil & Gas field developments and different components within the system
  • Knowledge of industry standards (API, DNV, NACE, ASME)
  • Understanding of basic sales and proposal preparation processes
  • Offshore or field related experience with ROVs, ROV tooling, and/or testing/installation of subsea hardware
  • Understanding of design, manufacturing, and testing of subsea oil and gas products and services
  • Working knowledge of electrical theory, mechanical design, formal engineering practices, manufacturing engineering
  • Experience with technical documentation and/or developing tenders with inside sales organization
  • Offshore / oilfield operational experience.
  • Familiar with services offered by Oceaneering's Offshore Projects Group (OPG) business segment
  • PMP Certification or equivalent.

  • Ensures that others involved in tenders are kept informed about developments and plans.
  • Ability to establish and maintain tender priorities.
  • Ability to plan, organize and direct the work of others.
  • Flexible approach to work schedules in line with the demands of supporting wide geographical demands across multiple time zones.

Additional Information

This position is Hybrid - Remote and will require commuting to a designated office. Hybrid work schedules are determined by the hiring manager based on business need.
