Summary:

The Project Manager is responsible for the organization, coordination, and completion of projects. Oversees all aspects of assigned projects. Sets deadlines, assigns responsibilities, and monitors project progress in terms of cost, schedule, performance, and risk. Prepares reports for upper management regarding status of project. Desires familiarity with the standard concepts, practices, and procedures within the particular scientific or technical field being managed as well as demonstrating proven experience in project management. Plans and accomplish goals and assure the successful and timely completion of assigned projects. Performs a variety of tasks. Works under general technical direction and oversight, engaging with leaders as needed to solve problems.

This is a blended role of Program Manager Financial Analyst/Lab Manager/Suite Supervisor which requires an understanding of applicable regulations, policies, and/or processes in order to provide the Viral Immunology Branch with a consistent and well-defined infrastructure through regular research and analysis of applicable regulations, policies, and/or processes to identify any changes, gaps, and/or opportunities to increase efficiency and safety. The role provides administrative and analytical support for the USAMRIID project portfolio. The role shall proficiently use Microsoft Office and other USAMRIID enterprise applications (Oracle Projects, DMLSS, Budget Tool, etc.) to organize, query, and maintain technical, financial, programmatic and administrative information. The role shall have excellent analytical skills and have the ability to query, organize, and analyze information as requested. The role may support other Divisions performing the same tasks.


Responsibilities

Essential Job Functions:

  • Responsible running reports, performing financial analyses and quality control checks of budgets, including revenue projections for Viral Immunology Branch.
  • Maintain comprehensive spreadsheet to allow real time tracking of expenditures, obligated, and committed funds for the Viral Immunology Branch.
  • Will coordinate with the senior staff of the Viral Immunology Branch to meet all the expenditure deadlines such that no more than 10% of funds are not executed by years end.
  • Shall be responsible for maintaining and updating the standard list of internal shared services and rates used as the basis for developing budget estimates.
  • Responsible for all incoming and outgoing requests for BSAT inventory within the Viral Immunology Branch. The role will maintain contact with the users to ensure that paperwork is submitted to them by 30-day deadlines for removal from the BSAT tracking system. The role will ensure an effective workflow that coordinates and integrates tasks and functions for the Viral Immunology Branch where BSAT usage is recorded and tracked in a database. The role will perform at least 10 of these transactions a month.
  • Responsible for coordinating with investigators and updating issues and progress for each active project on at least a quarterly basis.
  • Shall order and receive supplies upon request from the Viral Immunology Branch. The role will complete at least 5 of these transactions a month.
  • Provide support, as needed, to manage the internal staffing and review of technical reports, publications, and presentations for release to the public. This includes logging and tracking the status of clearance submissions, coordination with investigators and reviewers, and uploading files with appropriate metadata to the USAMRIID enterprise Content Repository and to the Defense Technical Information Center (DTIC).
  • Shall coordinate and facilitate the schedules for all meetings (internal and external) for the Viral Immunology Branch. The role shall be responsible for securing meeting locations for the purpose of scientific discussion and shall coordinate the speakers of these events. The role shall prepare meeting minutes and documentation and coordinate visitor access controls.
  • Shall schedule and coordinate the weekend and holiday schedule for mandatory animal checks within the Viral Immunology Branch.
  • Shall coordinate with IT support to troubleshoot issues identified with any of the IT applications used, and to perform User Acceptance Testing (UAT) for any changes made to the enterprise applications prior to deployment to the production servers.
  • Provide laboratory support as a Laboratory Manager and Suite Supervisor. The role will oversee the daily operations in BSL-2 suites and will ensure that suites are compliant with all safety regulations and Standard Operating Procedures (SOPs.) and communicate with civilian leadership when something needs accomplished or to address the identified safety rules and regulations. Work may be performed off-site by mutual agreement.
  • Assist in the day-to-day workings in the laboratory including but not limited to ordering of supplies and reagents, coordinating equipment repair, communication with Safety regarding laboratory inspections. The role shall provide oversight to the adherence to health and safety rules, along with compliance with regulations and SOPs is maintained and monitored at all times and report to civilian leadership.
  • The role shall: 1) Develop assist in developing a project management plan for review and approval by the PI/Branch Chief/Division Chief to include a comprehensive spreadsheet to allow real time tracking of expenditures, obligated, and committed funds, and shall coordinate with investigators to update issues and progress for each active project on at least a quarterly basis. 2) Design, implement and assist multiple ongoing programs/projects, and track the related resources, personnel and activities after conducting an analysis of the program/project to identify process variations, reduce redundancies to support streamlining and other business improvements. 3) Identify and address organizational inefficiencies or programmatic issues promptly and follow through to ensure that corrective or recommended process updates are effectively implemented through effective communication and coordination with other stakeholders involved in the project by conducting research and presenting solutions to the Branch and Division leadership team.

Qualifications

Necessary Skills and Knowledge:

  • Desires initiative, interpersonal, written and oral communication skills.
  • Ability to work effectively in a team environment.
  • Must be a self-starter.

Minimum Qualifications:

  • Minimum 3-5 years of related experience.
  • Experience in assisting developing strategies to determine optimal sustainment of research project resource requirements and improvements to managing cost effectiveness of research support offices and the services they provide to USAMRIID researchers.
  • Pass the minimum personnel background investigation of Tl; NACI may be accepted if there was less than a 24-month break in service from previous Government employment.

Preferred Qualifications:

  • Bachelor's degree in a related field.
  • PMP certification.

Pay and Benefits

The salary for this role is $70,000 annually.
