Job Summary:

The Senior Subcontract Administrator will oversee the complete management of subcontracts for the F-16 Iraq Program at Martyr BG Flaih Air Base in Iraq. The responsibilities include interpreting the flow-downs of the government prime contract, sourcing, writing, and negotiating contractual terms, conditions, and special provisions. Additional duties involve the day-to-day administration of major subcontracts and supplier agreements, issuing new subcontracts and modifications, and addressing performance issues. The administrator will maintain documentation to ensure compliance with government regulations, the Contractor Purchasing System Review (CPSR), and corporate objectives.

Furthermore, the Senior Subcontract Administrator will actively support and uphold the company's vision, mission, and core values, promoting a culture centered on safety, integrity, and excellence.

Duties and Responsibilities:

  • Drive execution of subcontracting and procurement activities.

  • Resolve supplier performance issues in collaboration with stakeholders, subcontract managers, and program leadership.

  • Manage all aspects of subcontract administration from initial award (pre-award) through completion (post award).

  • Develop strategies to enhance competition and establish effective negotiation positions.

  • Conduct price analysis, perform due diligence, and provide written evaluations of subcontractor proposals.

  • Work closely with the overseas (OCONUS) supply chain team to ensure compliance with subcontractor and supplier requirements.

  • Serve as a trusted advisor regarding subcontract requirements for internal and external customers.

  • Ensure that all documentation meets Compliance Procurement System Review (CPSR) standards.

Perform other duties as assigned by management.

Qualifications:

  • Possess a Bachelor's degree with over five years of direct subcontracts administration experience within the federal government.

  • In-depth knowledge of interpreting federal and DoD Prime Contract/Prime Solicitation requirements and writing subsequent RFPs, Subcontracts, and Purchase Orders while assisting program teams in developing subcontracts statement of work (SOW).

  • Proficient in negotiating terms and conditions and special provisions.

  • Proficient in writing and administering various types of subcontracts, including Indefinite-Delivery Indefinite-Quantity (IDIQ), time and materials, and fixed firm price contracts.

  • Strong understanding of Contractor Purchasing System Reviews (CPSR) procedures, as well as the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFAR), General Services Administration (GSA) Schedules, Government-wide Acquisition Contracts (GWACs), and IDIQ vehicles.

  • Excellent multi-tasking and time management skills, with the ability to prioritize tasks effectively in a fast-paced environment.

  • Experienced with Deltek Costpoint and Maximo Enterprise Resource Planning (ERP) systems.

Physical Requirements and Work Conditions:

  • Work involves sitting and standing for long periods of time.

  • May be required to work a non-standard schedule to effectively manage activities and communication requirements to forward operating location(s), suppliers etc.

  • The work environment is in a remote and sometimes austere environment, with exposure to potentially hazardous conditions.
