JOB TITLE:

GEAR UP Wyoming Grant Manager

JOB PURPOSE: Develop and implement short- and long-range plans to ensure the success of the GEAR UP Wyoming grant. Continually evaluate and assess overall and individual grant activities and institute required changes to ensure resources are effectively utilized and project objectives are achieved. Ensure compliance with federal legislation and regulations and SEO and UW policies and procedures regarding the operation of GEAR UP Wyoming by maintaining current and accurate knowledge of federal legislation, regulations, and priorities pertaining to GEAR UP programs.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Design and monitor project operating policies and procedures including partners' accurate record keeping of participants' files and data management of services delivered in compliance with federal regulations.
  • Develop and manage the GEAR UP Wyoming annual budget and monitor partner site budgets while adhering to federal regulations regarding allowable and unallowable expenditures and services, including matching and scholarship funds.
  • Ensure that federal and institutional scholarship funds are awarded in compliance with federal legislation and institutional policies.
  • Oversee hiring, training, and supervision of temporary staff for a week-long, UW summer academy, including planning and implementation of summer recruitment, activities, courses, and requirements for high school age students attending from partner sites.
  • Oversee project compliance with federal reporting guidelines by ensuring adherence to data collection and grant performance timelines.
  • Hire, train, supervise, and evaluate up to five professional staff.
  • Negotiate and monitor subrecipient agreements with GEAR UP Wyoming partners on services provided to participants, meeting data collection obligations, professional development activities, developing and managing budgets, and grant compliance.
  • Provide information and data in multiple formats for multiple audiences in a timely manner. Manage grant-writing processes.
  • Maintain a professional approach to problem solving and act as a role model for staff management of unexpected or challenging circumstances.

SUPPLEMENTAL FUNCTIONS:
  • Participate in SEO administrative and student-centered activities and assist in the development of SEO policy and procedures.
  • Represent SEO on university or outreach committees, as directed.
  • Occasional evening/weekend hours during the academic year and year-round, periodic, in-state travel by car to engage with statewide partners.

MINIMUM QUALIFICATIONS:

Bachelor's degree and 5 years work-related experience OR

Master's degree and 3 years work-related experience

Required licensure, certification, registration or other requirements:
  • Valid driver's license with a motor vehicle record (MVR) compliant with the University Vehicle Use Policy.
  • Successful criminal background check necessary for working with minors is required

DESIRED QUALIFICATIONS:
  • Master's degree in a field related to project objectives and services.
  • Ability to manage and administer a large-scale educational grant project over a wide geographic area, including identifying and managing sources of cost-share and matching funds.
  • Understanding of the academic, financial, and personal/social needs of low-income secondary school students who are underrepresented in college enrollment.
  • An individual who has experienced barriers to educational access and success similar to those of the population being served.
  • Knowledge of rigorous high school curricula and the professional development needs of secondary school educators.
  • Ability to develop and maintain productive, cooperative relationships with grant staff and partners as well as communicate effectively with a wide range of constituencies at the local, state, and national level.
  • Ability to collect and analyze data and use proprietary databases to facilitate strategic planning, assess the success of the project in achieving its goals, and communicate with stakeholders.
  • Experience managing grant-funded programs subject to federal compliance and familiarity with writing competitive grant proposals.
