GIS Technician - Progression POSITION CONCEPT Update, maintain, enhance, and provide GIS data, maps, CAD drawings, queries, and spatial analyses for operations and engineering personnel in order to ensure effective planning, design, operation, maintenance, and construction of the electric system. OVERVIEW OF PROGRESSION The GIS Technician Progression is comprised of five (5) job titles:
Each position in this progression is described in more detail on the following pages. Advancement to a higher level within the GIS Progression is based on value added to the Company through increased duties, responsibilities, and accomplishments. Advancement is not automatic, i.e. not based solely on time in the job, but will be based on the employee's performance, qualifications, and the business and/or technical needs of the department. LEVEL: GIS Technician I SCOPE: Works under direct supervision and the guidance of more senior staff on routine assignments; follows established policies and procedures. PRIMARY DUTIES AND RESPONSIBILITIES
SUPERVISION None RELATIONSHIPS Key Internal: Frequent interaction with front-line employees and occasional interaction with management in multiple operations and engineering departments throughout Electric & Gas Delivery, Information Technology, and Customer Service. Key External: Infrequent limited and supervised interactions with some of the following: County and City government employees, Civil Engineering firms, software and hardware vendors, and consultants. QUALIFICATIONS Education Required: Minimum of a high school diploma is required. Licenses/Certifications Preferred: GIS Certification Related Experience Required: Minimum of Four (4) years of work experience related to the Duties and Responsibilities of this position is required. Related experience consists of work related to the items described in the Knowledge, Skills and Abilities section. Appropriate college degrees may be considered in lieu of some work experience. Appropriate degrees include disciplines such as Geography, GIS, and Drafting. Knowledge/Skills/Abilities (KSA) Required: Must have demonstrated skills in the concepts and principles of GIS, land base, mapping, and drafting. Must have proficiency with at least one related software application, such as: Intergraph G/Technology, ESRI ArcInfo, AutoCAD, MicroStation, or other similar systems. Preferred: Proficiency with Intergraph's G/Technology is preferred. Knowledge of electric utility mapping and construction practices and work order concepts is also preferred. Knowledge of other electric utility applications, such as work management or outage management, is desirable. LEVEL: GIS Technician II SCOPE: Works under general supervision and the guidance of more senior staff on varied duties requiring judgment or simple analysis to determine course of action, with limited latitude. Licenses/Certifications Preferred: GIS Certification Experience Related Experience Required: Minimum of six (6) years of work experience in progressively more complex technical assignments related to the Duties and Responsibilities of this position is required. Related experience consists of work related to the items described in the Knowledge, Skills and Abilities section. Appropriate college degrees may be considered in lieu of some work experience. Appropriate degrees include disciplines such as Geography, GIS, and Drafting. Knowledge/Skills/Abilities (KSA) Required: Must have demonstrated skills in the concepts and principles of GIS, land base, mapping, and drafting. Must have proficiency with at least one related software application, such as: Intergraph G/Technology, ESRI ArcInfo, AutoCAD, MicroStation, or other similar systems. Preferred: Proficiency with Intergraph's G/Technology is preferred. Knowledge of electric utility mapping and construction practices and work order concepts is also preferred. Knowledge of other electric utility applications, such as work management or outage management, is desirable. Knowledge of geospatial analysis techniques is preferred. LEVEL: GIS Analyst SCOPE: Works under limited supervision, and may also work under the guidance of more senior staff, on more complex assignments in the specialized field of GIS involving analysis and interpretation of policy and procedures. SUPERVISION Indirect Supervision: May have some coordination responsibilities for the department. May act as a lead on small projects. RELATIONSHIPS Key Internal: Frequent interaction with front-line employees and less frequent interaction with management in multiple operations and engineering departments throughout Electric & Gas Delivery, Information Technology, and Customer Service. Key External: Occasional interactions with some of the following: County and City government employees, Civil Engineering firms, software and hardware vendors, and consultants. QUALIFICATIONS Education Required: Minimum of a high school diploma is required. Preferred: A two year related college degree is helpful. Appropriate degrees include disciplines such as Geography, GIS, and Drafting. Licenses/Certifications Preferred: GIS Certification Experience Related Experience Required: Minimum of eight (8) years of work experience in progressively more complex technical assignments related to the Duties and Responsibilities of this position is required. Related experience consists of work related to the items described in the Knowledge, Skills and Abilities section. Appropriate college degrees may be considered in lieu of some work experience. Appropriate degrees include disciplines such as Geography, GIS, and Drafting. Knowledge/Skills/Abilities (KSA) Required: Must have demonstrated skills in the concepts and principles of GIS, land base, mapping, and drafting. Must have proficiency with at least one related software application, such as: Intergraph G/Technology, ESRI ArcInfo, AutoCAD, MicroStation, or other similar systems. Demonstrated skills in geospatial analysis is required. Preferred: Proficiency with Intergraph's G/Technology is preferred. Knowledge of electric utility mapping and construction practices and work order concepts is also preferred. Knowledge of other electric utility applications, such as work management or outage management, is desirable. Knowledge of basic geodatabase concepts is desirable. LEVEL: Senior GIS Analyst SCOPE: Works independently, and may also work under the guidance of a Lead GIS Analyst, on complex assignments involving a variety of situations requiring analytical skills and judgment. Operates with some latitude for un-reviewed actions or decisions. PRIMARY DUTIES AND RESPONSIBILITIES

LEVEL: Lead GIS Analyst SCOPE: Works independently on highly complex assignments involving a wide variety of situations requiring considerable analytical skills and independent judgment. SUPERVISION Direct Supervision: Act as a team lead for less experienced team members and serve as backup for the Supervisor. Indirect Supervision: Monitor and guide less experienced team members. Act as a lead on small, medium and large projects. Act as a coordinator to assign tasks to other team members. RELATIONSHIPS Key Internal: Frequent interaction with front-line employees and some interaction with management in multiple operations and engineering departments throughout Electric & Gas Delivery, Information Technology, and Customer Service.
