Manager of Contracts and Network Services

Department: Behavioral Health Services

Full-time, Hybrid

Salary Range: $75,254.40 - $115,148.80/yr

Job Summary

Under the direction of the Director of Contract Sourcing and Execution, the Manager of Contracts and Network Services will lead and manage solicitations for goods and services for the Milwaukee County Department of Health and Human Services (DHHS) through the Request for Proposal (RFP)/Bids/Quotes, sourcing and procurement process; manage contracting, contractor and provider network development, vendor/proposer and review panel RFP training and technical assistance; develop and provide contracting and procurement education, training and technical assistance to DHHS staff. Selected applicant will participate in DHHS, interdepartmental, and county-wide contracting and procurement projects and other initiatives; develop, review and evaluate application material used for RFP/RFI/EOI/Bid proposals; manage adjudication and resolution of protests and appeals, and participate in other Contract Administration sourcing and procurement duties and projects as needed.

Job Responsibilities



  • Manage Request for Proposals (RFP) - Manage Request for Proposals (RFP), competitive bids and procurements, overall sourcing and procurement processes in DHHS contracting. Keep track of all sourcing/RFP requests, RFP cycles for existing programs in DHHS, postings on Bonfire (or other appropriate platforms), track and establish deadlines, and develop timelines for sourcing events. Manage public information sessions, Q&A responses, reviewer panel setup/training, set scoring deadlines, and may request proposers correct submission deficiency when deemed appropriate. Contracts Manager will conduct scoring panel consensus meetings, communicate scoring results and award recommendation to requestor; draft and send intent to award letters and manage any protests and appeals.
  • Contractor and Provider Network Development - Work with DHHS Contract Administrator, Director of Contract Sourcing and Execution, and service areas to develop provider networks that are appropriate for the target populations and meet the needs of the consumer and community; identify procedural and service gaps, redundancies, inefficiencies and risks; develop, release and manage outreach and sourcing events.
  • Vendor/Proposer/Reviewer RFP training and Technical Assistance - Provide guidance, technical assistance and training to new provider entities regarding contracting and network application process; develop new, creative and innovative training tools and approaches to educate and train external partners on contracting/sourcing processes, budgeting, P&Ps, performance measures, compliance and contract requirements in collaboration with Contract Administration leadership and Workforce Training and Development; develop, revise and conduct scoring panel reviewer training.
  • Contracting and Procurement Education, Training and Technical Assistance to DHHS Staff - Provide technical assistance and training to DHHS staff on sourcing processes; federal, state and county requirements in collaboration with Director of Contract Sourcing and Execution. Develop new, creative and innovative training tools and approaches to educate and train internal staff on contracting/sourcing processes.
  • Participate in Interdepartmental Contracting, Procurement Projects and Other Initiatives - Participate in DHHS, interdepartmental and countywide contracting, procurement projects and other initiatives. Lead and actively participate in DHHS, interdepartmental and countywide contracting and procurement continuous quality improvement projects and initiatives as assigned.
  • Manage RFP/RFI/EOI/Bid Proposals - Develop, review and evaluate application material used for RFP/RFI/EOI/Bid materials including Technical and Program Guidelines, requirements, forms and submission items. Work with the requestor to develop and finalize the Scope of Work (Program Description), Service Narrative form with related Service Narrative RFP scoring questions not already included in standard forms and scoring criteria. Ensure consistency and alignment between scoring criteria and questions in Service Narrative.
  • Management and Resolution of Protests and Disputes - Act as a lead and coordinate responses to disputes, protests and appeals related to sourcing events. Conduct research, evaluate protests and disputes, draft protest responses and liaison with other parties like Service Area Administrators, Director's Office, Office of Corporation Counsel and others as needed to draft an accurate and comprehensive response. Final response is sent after reviewing with immediate supervisor. Additional duties, manage and respond to any public records requests related to RFP or sourcing events.
  • Other Contract Administration Sourcing and Execution Projects - Work with DHHS Contract Administrator, Director of Contract Sourcing and Execution on any special projects or workgroups as required.
  • Ability to lift, carry, push and pull up to 15 lbs.
  • Other duties as assigned.


Required Education, License/Certification and Experiences



  • Current residency within the State of Wisconsin upon application required
  • Valid Wisconsin Driver's License required and must be maintained throughout incumbency
  • Bachelor's degree or higher in Human Services, Social Work, Business, Public Administration or closely related field required
  • Two (2) years or more of work experience in Contract Procurement, Accounting/Auditing, Quality Management, Health and Human Services or Project Management required
  • Advanced knowledge of all related computer and software applications such as Microsoft Word, Excel, Outlook, PowerPoint and Teams required



Preferred Education, License/Certification and Experiences



  • Previous experience using SharePoint preferred
  • Previous experience using Bonfire preferred
  • Previous work experience in a Supervisory or Management role preferred
