Job Overview:

The Chief Financial Officer (CFO) serves as a key member of the executive leadership team and is responsible for the overall financial strategy and integrity of the organization. This position requires deep knowledge of federal contracting regulations, financial compliance, and cost accounting standards. The CFO will lead and oversee all financial functions, including contracts management, project control analysis (PCA), budgeting, forecasting, pricing strategies, audits, and financial reporting to ensure alignment with federal regulations (FAR, DFARS, CAS) and organizational objectives.

Essential Duties & Responsibilities:

  • Provide strategic financial leadership and direction to support business growth, risk management, and compliance within a federal contracting environment.
  • Oversee all contracts administration, ensuring compliance with applicable laws, regulations, and terms, including monitoring contract performance, funding, and modifications.
  • Direct the PCA function, including monitoring and analyzing project budgets and tracking actual cost.
  • Lead development and review of cost and pricing proposals for federal solicitations, ensuring competitiveness and compliance with FAR/DFARS requirements.
  • Manage companywide budgeting, forecasting, and financial planning activities; develop long-term financial models and business plans.
  • Ensure accurate and timely financial reporting in accordance with GAAP and federal guidelines; coordinate with external auditors and DCAA as necessary.
  • Support development of long-range Indirect Rate projections, to include FPRR/FPRA Subject Matter Expert coordination with DCMA, as necessary.
  • Partner with executive leadership to provide financial insight and support for strategic initiatives, investments, and business development.
  • Establish and maintain strong relationships with government contracting officers, auditors, and other stakeholders.
  • Maintain compliance with federal, state, and local financial legal requirements by studying existing and new legislation.
  • Synchronize and lead Corporate Program Managers to track key deliverables and promises to customers to establish a Past Performance and CPARs management system.
  • Analyze and forecast growth projections.
  • Lead strategic discussions and formulate plans for growth and transition to in-house Accounting capability.
  • Perform other related duties as assigned.

Requirements

Minimum Requirements/Education:

  • Bachelor's degree in Finance, Accounting, Business Administration, or related field (Master's or CPA preferred).
  • Minimum 10 years of progressive financial leadership experience, with at least 5 years in a senior finance role within a federal contracting environment.
  • In-depth knowledge of Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and Cost Accounting Standards (CAS).
  • Experience managing contract pricing, proposals, and cost volume development.
  • Strong understanding of PCA practices, indirect rate structures, and government audits.
  • Proven track record of strategic financial planning, risk mitigation, and operational efficiency.
  • Excellent leadership, communication, and interpersonal skills.
  • Desired: Experience with Project and Accounting modules of Deltek Costpoint.

Travel Required: Up to 25%

Security Requirement: Active or eligibility for security clearance is a plus.
