RANDseeksaContract & GrantAdministratorataSeniororLeadleveltojoin ourContract&GrantServicesdepartment,withafocusinfederalassistancegrantawards.Experienceworkingwithothersponsortypesispreferred,includingfederalgovernmentagencies,stateandlocalgovernments,nonprotorganizations,privatefoundations, and commercial entities.

  • Underminimalsupervision andguidance,theSenior/LeadContract & GrantAdministratorindependentlyperformsadvancedtohighlycomplexcontractandgrantadministrationactivitiesincludingproposalsubmission,andnegotiation,execution,andadministrationofRAND'ssponsoredresearchagreements.Employeesatthislevelperformhighlycomplexworktoaccomplishbusinessgoalsandobjectives.

  • Assignmentsatthislevelrequiretheuseofindependentjudgmentandinitiativeinresolvingproblemsandmakingrecommendations.Thispositionmayalsoprovidetraininganddirectionoverlessexperienced Contract/Grant Administrators and other support staff.

Mayperformanyorallofthefollowingduties:

  • ReviewRFP's/RFQ'sforcontractualissuesandprovideinputinsupportofproposalefforts,suchasprovidingadvicetoRANDresearchandproposaldevelopmentstaffregardingproposalpreparationandinterpretationofsponsorrequirements.

  • Draft,coordinate,andexecuteproposalrelatednon-nancialagreements,suchasnondisclosure,teaming, and data use agreement.

  • AstheauthorizedRANDrepresentative,compliancereviewandsubmissionofsponsoredresearchproposals.

  • ReviewcontractandgrantagreementstoensurethatthetermsandconditionsareinaccordancewithRAND's policies and mission.

  • ResearchandinterpretFederalAcquisitionRegulations(FARs),CodeofFederalRegulations(CFR),UniformGuidance(UG),andotherlaws,regulations,rules,guidelines,andtermsandconditionsreferencedincontractsandgrantstodetermineiftheorganizationcancomply,engagingwithlegalteam,ITsecurityandothersubjectmatterexpertswhennecessary,andadviseRANDmanagementastoacceptability.

  • AsanindependentcontributorwithinCGSasanauthorizednegotiator,negotiatethetermsandconditionsofsponsoragreementsofvaryingtypes(Grant,FFP,T&M,LH,CPFF,IDIQ,TaskOrders,etc.)andrelatedmodications.Thisincludesthedraftingandpreparationofagreementsofvaryingtypesinadditiontothe markupofexternalagreements,whichrequiresafullunderstandingoflegalconceptsandcontractlaw.

  • DevelopnegotiationstrategiesanddrafttermsandconditionsacceptabletoRAND and RAND's sponsors,inaccordancewithRAND'spolicies,procedures,andmission.

  • MonitoractiveprojectsforcompliancewithbothsponsorandRANDrequirementsandprepareperiodicstatusreportsandchangemanagementnoticesasneeded.

  • Coordinateand managepost-awardmodicationand changemanagementrequests.

  • Collaboratewithpricing,purchasing,accounting,nance,andoperationsstaffandotheradministrative groupswithinRANDforresolutionofcontractualissuesanddisputesandtoensurecompliancewithcontractualrequirements.

  • MaintainofficialcontractualcommunicationsbetweenRANDanditssponsors.ServeasprimaryinterfacewithRANDsponsorsonsubstantialand/orsensitivecontractual/businessmatters.

  • Assistwithmiscellaneouscontractualmatterssuchascopyrightsandnon-disclosureagreementsandintellectual property matters.

  • Provideadviceandguidancetoprojectleaders,projectstaff,anddivisionleadershiprelatedtotermsandconditions, schedules, and the accomplishment of contractual obligations.

  • Advisemanagementofcontractualrights,obligationsandrisksandprovidinginterpretationoftermsand conditions.

  • MonitorexternalpublicationsforpolicyandlegaldevelopmentsissuedbyFederalAgenciespertainingto governmentcontractandgrantadministration(FederalRegister,COGR,SRA,OMB,etc.).

  • Facilitateproblemidenticationandresolutioninavarietyofpreandpostawardareas.

  • Maintain cooperative working relationships with other offices within RAND and provide advice andassistance as needed.

  • Acts as a resource and mentor for colleagues withlessexperience.

  • Maintainandmanageaccurateelectroniclesanddocumentation.

LeadContract & GrantAdministratorsmayalso:

  • ChampionContract&GrantServicespolicyandprocedurerevisionandimprovement.

  • Mentor,lead,andprovidesubjectmatterexpertisetolessexperiencedcontractandgrantadministratorswithinthedepartmentandotherstakeholderswithinRAND.

Qualications

  • Experience withExceland AdobeAcrobatProfessional.

  • ExperiencewithWorkdayand/or Salesforcea plus.

  • CerticationinSponsored ResearchAdministrationorContractManagementa plus.

  • Knowledgeofvariousnancialandnon-nancialagreements,andhowtheyinuenceallaspectsofprojectimplementation, administration, and compliance.

  • Abilitytoresearch,interpret,andcommunicaterequirementstoensureRAND'srightsandobligationsare protected.

  • Abilitytoclearlyandeffectivelycommunicatewithinternaland externalpartners,remotelyandinperson.

  • Abilitytoestablishstrategicandcollaborativeworkingrelationshipswithinternalandexternalpartners.

  • Abilitytomanagealargevolumeoftasksandcompetingprioritiesinareliable,efficientmanner.

  • Criticalthinkerwholikestohelpcreatesolutionsratherthanwaitforsomeoneelsetosolvechallenges.

Location

We are hiring for this position in Santa Monica, CA, Pittsburgh, PA, or Washington, DC. We offer a hybrid work arrangement, combining work from home and on-site options.

SalaryRange

SeniorContract/GrantAdministrator:$88,000-$130,900

Lead Contract/Grant Administrator: $102,800-$156,500

RAND considers a variety of factors when formulating an offer, including but not limited to, the specific role and associated responsibilities; a candidate's work experience, education/training, skills, expertise; and internal equity.The salary range includes base pay plus RAND's sabbatic pay (which provides additional compensation above base pay when vacation is taken).
