THE POSITION

Washington County's Facilities, Fleet, and Parks Department is seeking an energetic, engaged and reliable Program Specialist to join our team in creating safe, welcoming and comfortable public spaces to serve the diverse staff, citizens and visitors of Washington County. This position will provide oversight and program guidance for the Real Estate & Planning business line of the Facilities Division to provide innovative and collaborative services to meet the business needs of specific departments and the County as a whole.

The Real Estate & Planning Program Specialist will be responsible for providing the necessary subject matter expertise to coordinate day to day oversight of the county's real estate leases, oversee property auctions, monitor budget expenditures and take the lead on updating and/or creating policies, procedures, and best practices for the real estate and planning goals to standardize building interiors like flooring, paint, signage, and space planning. This position will work collaboratively across the organization to develop and implement a long-term plan that meets a wide range of current and future building needs.

ESSENTIAL JOB DUTIES

The Program Specialist Primary duties may include, but are not limited to:

  • Act as a point of contact for all incoming requests/inquiries and work with Facilities Division Manager to determine necessary course of action.
  • Negotiate existing leases, user agreements, or memorandums of understanding
  • Manage Spacebase, the Property Management Software System for County's owned and leased properties portfolio, for critical dates, and follow up on items needed (e.g. insurance certificates, rent increases, lease option renewals and lease expirations). Update program with new properties, information and correspondence critical to the asset.
  • Prepare County Real Estate Lease Amendments and process through ECATS.
  • Complete Personal Property Tax Exemption forms and file as necessary with Assessment & Taxation.
  • Write Board Agenda items, vet through County Counsel and other team members.
  • Prepare attachments and upload to i-Agenda.
  • Prepare and manage Easements, Permits of Entry, Lease Extensions, User Agreements, and other legal Real Estate documents.
  • Manage annual auctions of surplus property by preparing auction list, obtain declaration of surplus from the Board, schedule and conduct auction according to ORS requirements and finalize sale/conveyance of property.
  • Disposition surplus properties through private sale or conveyance to other governmental agencies, special districts and qualified non-profits.
  • Represent Real Estate and Planning Manager at meetings and keep workflow moving in their absence.

MINIMUM QUALIFICATIONS

Education and Experience:

  • An Associate's Degree in a social service, business administration, or related field; AND
  • One (1) year of work experience in program administration, development, evaluation, or coordination, and /or contract administration; OR
  • Three (3) years of work experience in program administration, development, evaluation, and/or contract administration.
Additional Licenses, Certificates, Physical Abilities and Specialty Requirements:
  • Will require the completion of a criminal history check in accordance with Oregon Administrative Rules.
