The Chief Financial Officer (CFO) will oversee all financial aspects of the organization (i.e., accounts receivable, accounts payable, purchasing, payroll, and general ledger), particularly focusing on mental health services. This role will ensure compliance with regulatory requirements and financial standards within the healthcare industry. The CFO will lead the financial strategy, manage risks, ensure financial sustainability, and oversee investment strategies in bonds and stocks. Additionally, the CFO will provide critical updates and insights to the Board of Directors, ensuring informed decision-making at the highest level. Job Duties & Responsibilities:
  • Financial Strategy & Planning: Develop and implement comprehensive financial strategies, forecasts, and budgets that support the organization's mission in mental health services. Develop and maintain financial control systems to ensure management of funds in accord with generally accepted accounting principles and state and federal statutes. Prepare the annual operational and capital budget for Rogers Behavioral Health. Prepare the necessary financial analysis and forecasts. Outline the Rogers Behavioral Health's financial performance relative to budget. Prepare monthly financial reports for Rogers Behavioral Health's board of directors.
  • Compliance: Ensure adherence to all federal, state, and local regulations relevant to mental health services, including HIPAA, Medicare/Medicaid guidelines, and financial reporting standards (GAAP). Demonstrate understanding of Joint Commission and other regulatory agency compliance regulations.
  • Financial Reporting: Prepare and present accurate and timely financial statements, reports, and analysis to management and the Board, focusing on performance metrics specific to mental health service delivery.
  • Investment Management Oversee and manage the organization's investment portfolio, including bonds and stocks, to optimize returns and align with the organization's risk tolerance and financial goals. Develop strategies for capital allocation in mental health initiatives.
  • Cost Management Implement cost control measures specific to mental health operations, ensuring the delivery of quality services while enhancing profitability.
  • Risk Management: Identify financial risks associated with mental health services and develop strategies to mitigate these risks while maintaining compliance with industry regulations.
  • Audit & Internal Controls: Establish and maintain robust internal controls for financial reporting and compliance, coordinating with external auditors to ensure transparency and accountability. Aid in the selection of, and work with, an auditing firm to conduct the annual financial audit of Rogers Behavioral Health's overall accounting system. Proper and timely filing of regulatory information. Prepare all financial and census requests required by extended regulatory advisors.
  • Team Leadership: Lead and mentor a high-performing finance team, promoting a culture of accountability and continuous improvement, particularly in areas related to mental health financing and resource allocation. Establish department goals that are consistent with goals and mission of Rogers Behavioral Health. Include requirements and guidelines from external agencies (i.e., Joint Commission, State of Wisconsin). Educate external staff regarding regulations or requirements of those functions that relate to their areas or departments.
  • Stakeholder Engagement: Communicate financial strategies and performance to internal and external stakeholders, including the Board, management team, and regulatory authorities, with a focus on mental health service impacts.
  • Funding & Grants Management: Oversee the financial aspects of grants and funding opportunities specific to mental health initiatives, ensuring effective utilization of resources and compliance with grant requirements.
  • Market Analysis: Conduct market analysis and financial modeling related to mental health services, identifying trends and opportunities for growth within the sector. Aid in the selection of and budgeting for employee benefit agreements as well as other hospital insurance lines in coordination with the vice-president of human resources and applicable members of the executive team.
  • Board Oversight: Provide regular updates to the Board of Directors on financial performance, strategic initiatives, and risk management. Prepare comprehensive reports and presentations for board meetings, ensuring that board members are equipped with the necessary information to make informed decisions.
  • Strategic Advisor: Act as a key strategic advisor to the Board, offering insights on financial implications of strategic decisions, new initiatives, and potential mergers or acquisitions. Support the Board in setting financial goals and performance metrics. Responsible for contribution to and participation in the function of the Rogers Behavioral Health and Hospital as it relates to financial activities. Consult and advise the chief executive officers and the executive team on problems/issues relating to the operation of Rogers Behavioral Health and Hospital, particularly with respect to financial activities. Attend meetings of the Rogers Behavioral Health Board of Directors and be available to clarify budget and financial reports. Participate in Hospital policy-making, operations, and related business and program evaluation and development. Perform other related duties as assigned by the chief executive officer. Assess charity applications and authorize charity admissions. Assume on-call status when scheduled to do so.

Education/Training Requirements:
  • Education: Bachelor's degree in Finance, Accounting, or a related field; MBA or Master's degree in Finance preferred.
  • Experience: Minimum of 10 years of progressive financial management experience, with at least 5 years in a CFO or senior financial leadership role within the healthcare or mental health sector.
  • Certifications: CPA or CMA certification are highly desirable.
  • Knowledge: Strong understanding of healthcare financial regulations, compliance requirements, and reimbursement models, specifically related to mental health services.
  • Skills: Exceptional analytical, strategic thinking, and problem-solving skills. Proficient in financial modeling, investment analysis, and data interpretation.
  • Leadership: Proven ability to lead and motivate a diverse team, with excellent communication and interpersonal skills.
