RAND is seeking talented Senior Defense Cost Researchers to join our team and contribute to impactful research in national and homeland security. RAND carries out acquisition research and cost analysis in four (4) federally funded research and development centers (FFRDCs) that focus on U.S. national and homeland security policy issues. RAND Cost Researchers lead and contribute to innovative projects that inform the policies and decisions surrounding defense acquisition strategy and operations. They deliver objective, reliable insights for senior defense leaders and policymakers at the highest levels. Qualifications Successful applicants will have demonstrated technical or methodological skills, and/or domain knowledge in cost analysis. Examples of relevant qualifications include:
Experience applying these skills to DoD weapon systems is highly preferred. This may include systems developed for the Air Force, Space Force, Navy, Marine Corps, Army or other U.S. defense agency. Successful applicants will be able to present strong evidence of research experience, demonstrated through authorship of academic publications, conference presentations, or prior professional reports. All research positions at RAND require excellent analytic skills; the ability to communicate clearly and effectively in English, both orally and in writing; the ability to work effectively as a member of a multi-disciplinary team; and a strong commitment to RAND's core values of quality and objectivity. Successful applicants with more than 10 years of professional experience will have demonstrated leadership experience through the following activities: mentoring and developing junior staff members, leading and directing multi-disciplinary teams, setting project standards and monitoring progress, engaging with stakeholders, and communicating research results to policy-making audiences. Education Requirements A PhD in Engineering, Operations Research, or applied Mathematics with at least 10 years of relevant professional experience; or Master's degree in those disciplines with at least 15 years of relevant professional experience is required. OR A PhD in Computer Science, Information Science, or Management Science with at least 10 years of relevant professional experience or Master's degree in those disciplines with at least 15 years of relevant professional experience is preferred. A minimum of a bachelor's degree in those disciplines with at least 20 years of relevant professional experience is required. OR A PhD in Biology, Physics, Chemistry, Geology, or other natural and physical sciences with at least 10 years of relevant professional experience is required. OR PhD in Policy Analysis or any technical discipline, Health Services Management, Public Health, Epidemiology or Business with at least 10 years of relevant professional experience; or MPP, MPH, or Master's degree with at least 15 years of relevant professional experience in a technical discipline with demonstrable proficiency in formal methods of decision support analysis is required. This relevant professional experience should demonstrate the applicant's ability to design, execute and disseminate results of cost-related defense research using analytically rigorous methods. Security Clearance Candidates must be able to obtain and maintain a U.S. security clearance. Please note that U.S. citizenship is required to obtain and maintain a government security clearance. Location Washington DC, Santa Monica, CA, or Pittsburgh, PA is preferred. Boston, MA or offsite work arrangements will be considered. Application Materials Successful applications will include documentation in the application package of academic and professional activities that meet stated qualifications. A writing sample of 3 or more pages is required for this position. Applicants are encouraged to use recent research published in academic journals, conference proceedings, or research reports, but may use cost analysis reports, master's theses or papers written for prior employment. Applicants whose written products have dissemination restrictions (e.g., are classified), may submit a short, written summary (i.e., less than one page) of one or more recent products they have developed. Note that applicants invited to interview will be required to provide a writing sample and present a seminar describing recent research. Writing samples can be redacted or subsequently submitted through restricted channels and the seminar can be held in a classified environment as needed. Salary Range: $152,700 - $262,500 Hiring ranges for Economists, Management Scientists and Physician Researchers are slightly higher than the ranges shown. RAND considers a variety of factors when formulating an offer, including but not limited to, the specific role and associated responsibilities; a candidate's work experience, education/training, skills, expertise; and internal equity.Successful candidates will be offered employment as a Senior researcher in a specific title, as determined by the candidate's education and experience. The salary range includes base pay plus RAND's sabbatic pay (which provides additional compensation above base pay when vacation is taken).
