Summary/Description:
The Clinical Faculty (Open Rank)/Clinical Pharmacist, 340B Compliance Program, plays a key role in supporting the Assistant Director, 340B Compliance, in ensuring the compliance and integrity of the 340B Program. This includes adherence to departmental standards, pharmacy laws, and relevant state and federal regulations. The Clinical Instructor/ Clinical Pharmacist will assist in maintaining 340B program compliance and provide centralized support to outpatient pharmacy operations, enhancing the patient experience and addressing workflow challenges. As business needs dictate, the Clinical Instructor/ Clinical Pharmacist may be deployed to an onsite pharmacy to support pharmacy operations at least once weekly. In addition, the Clinical Instructor/ Clinical Pharmacist, 340B Compliance, will serve as an educator for students enrolled in the UIC Retzky College of Pharmacy (COP).

The academic responsibilities of the clinical faculty member (Clinical Assistant/Associate/Full Professor) include the provision of didactic lectures and precepting entry level Doctor of Pharmacy students, PGY1 residents and PGY2 residents. Scholarly activities, including presentations and publications, are an expectation as well. Academic rank commensurate with experience.

Clinical Pharmacist duties include working closely with pharmacy technicians, students, medical staff and patients in providing patient-centered clinical pharmacy services.

Duties:

Operations
  • Assure that 340B audits/prescriptions are prioritized and handled in a timely and efficient manner.
  • Perform routine compliance audits, resolve discrepancies, and identify causes of discrepancies using excel or a comparable data management program.
  • Maintain 340B self-audit records and provide summaries of findings.
  • Support and maintain the split-billing/third-party administrator systems and the functions to be performed.
  • Assists in participation and support quality improvement initiatives and comply with all legal and regulatory requirements.
  • Evaluate patient eligibility for qualified and non-qualified patients in mixed-use areas and clinics by reviewing patient medical records, insurance plans, and, if applicable, hospital status.
  • Review all prescriptions/orders, address any issues or discrepancies with prescriber, and correct the prescription if necessary, before dispensing. All communication and corrections must be documented in the appropriate locations (i.e., in the pharmacy computer system, EHR or prescription hard copy).
  • Assure all new prescriptions/orders are compatible with the information on the patient's current medication profile.
  • Verify all prescriptions/orders prior to dispensing.
  • Provide medication counseling, instruct patients concerning the proper use of their medication, and dispense all federally required medication guides and/or patient package inserts when appropriate.
  • Assure that all sterile and non-sterile products are prepared and dispensed in compliance with United States Pharmacopeia (USP) requirements, with accuracy and proper dating.

    Related Distribution Procedures

  • Document all medication errors according to Hospital Pharmacy Services Policy LD 1.06. These errors must be communicated to the pharmacy manager and to the patient's physician.
  • Oversee and inspect or supervise monthly clinic inspections for the purpose of assuring proper drug storage and adherence to policy, as required.
  • Provide drug therapy information.
  • Predict the need and disseminate unsolicited information related to assuring safe and efficacious therapy.
  • Assure all quality assurance and improvement activities are completed and documented on a timely basis.
  • Administer immunizations when appropriate. Must have completed an immunization training program and possess current Basic Life Support (BLS) certification.

    Personnel
  • Assist with payroll entry, scheduling requests, and attendance monitoring to ensure daily operational coverage.
  • Assist in hiring and training 340B team, if applicable.
  • Facilitate workflow and supervise the daily activities of technicians, students, externs, and residents.

    Communications
  • Establish effective working relationships with internal/external working counterparts (IT, pharmacies, pharmacy buyers, finance, credentialing, and others) to facilitate productive information exchanges to improve program efficiency.
  • Effective communication skills and timeliness of communication 340B and multidisciplinary team.
  • Provide regular operational and personnel feedback to the pharmacy administrators.

    Continuing Education
  • Remain current through participation in departmental continuing education and through reading professional literature and/or attending professional continuing education conferences.
  • Maintain the required continuing education (CE) credits per licensure period as required by the Illinois Pharmacy Practice Act.

    Educational
  • Participate in the educational curriculum of the COP and/or as preceptors for COP students as assigned.
  • Participate in the education of nursing staff, medical staff, and all members of the health care team as assigned.
  • Participate in site specific and departmental staff development by designing, evaluating, and providing in-services, continuing education, programs, and by serving as a preceptor role model as assigned.

    Departmental Representation

  • Function, at the discretion of the pharmacy manager, as a representative of the Department in interdisciplinary activities, e.g. standing committees, ad hoc committees, special conferences, etc.

    Perform other related duties and participate in special projects as assigned.

    Qualifications:
    Education/Experience Formal education, licenses and/or certifications
    Candidates must be licensed or eligible for Illinois licensure as a professional pharmacist.
    Candidates must be a graduate of an ACPE accredited College of Pharmacy.
    Candidates must possess knowledge and skills such that they qualify for a non-tenured clinical faculty position with the Department of Pharmacy Practice at the UIC Retzky College of Pharmacy.
    Academic rank commensurate with experience.
    Job Knowledge
    Initiative and ability to make accurate and independent therapeutic and administrative decisions is required.

    Strong verbal, written, and interpersonal communication skills.
    Job Abilities
    Ability to solve patient care problems as well as be committed to assure safe, rational, cost-effective therapy.

    Preferred Qualifications:
    Demonstrated experience with complex data management from different systems and audits (e.g., Excel Advanced level: pivot tables, lookups, automation; Data Visualization: Tableau, Power BI).
    Minimum one year of 340B experience.
    Completion of 340B University on Live/On Demand.
    Knowledge and proficiency in EPIC or other electronic medical record.
    Experience in 340B Split Billing/Third Party Administrator Software and/or manual 340B operations.
    Previous drug purchasing and/or wholesaler experience.
    Experience training employees.
    Experience in software implementation.
