Position Overview
ISPA Technology LLC is seeking a highly experienced
Senior Test & Evaluation (T&E) Engineer to provide expert-level support to NAVWAR and PEO C4I in planning, executing, and evaluating complex naval systems and architectures. The ideal candidate will bring a robust background in systems engineering, formal test processes, and enterprise architecture to ensure end-to-end mission readiness and compliance with Navy system development and certification standards.
Key Responsibilities
- Lead the development and execution of Test & Evaluation strategies, plans, and procedures in alignment with Navy and DoD acquisition and systems engineering processes.
- Support and guide Naval Systems Engineering Technical Reviews (SETRs) and draft required systems engineering documents including Test and Evaluation Master Plans (TEMP), Systems Engineering Plans (SEP), and Evaluation Frameworks.
- Coordinate system-level testing across laboratory, field, and operational environments, ensuring traceability to system requirements and stakeholder objectives.
- Collaborate with program stakeholders to ensure test readiness, data collection, performance analysis, and reporting support key acquisition milestones and risk assessments.
- Conduct validation and verification (V&V) activities, contributing to Configuration Management (CM), Requirements Management (RM), and Risk Management processes.
- Support enterprise architecture efforts by maintaining and aligning IT infrastructure-including hardware, software, and services-to support evolving programmatic and operational requirements.
- Analyze and evaluate test data to inform engineering decisions, operational effectiveness assessments, and certification recommendations.
Required Qualifications
- Master's degree in an Engineering discipline (e.g., Systems Engineering, Electrical Engineering, Mechanical Engineering, Computer Engineering).
- 10+ years of professional systems engineering experience, with at least 5 years in a test and evaluation-focused role supporting Navy or DoD programs.
- In-depth knowledge of NAVWAR and PEO C4I system lifecycle processes.
- Experience with drafting and managing Navy system engineering documentation.
- Proven ability to lead and support Navy Technical Reviews such as SRR, SFR, PDR, CDR, TRR, and FCA/PCA.
- Familiarity with DoD 5000.02, JCIDS, and SECNAVINST 5000.2 series documentation and review processes.
- Working knowledge of enterprise architecture principles and IT lifecycle management.
Salary Range: $150,000 to $190,000
