Position Description
-
This position is restricted to current City of Minneapolis employees within the Public Works Department. Under the direction of the General Foreman Paving Construction, this position will supervise and coordinate the work of paving crews engaged in the removal and construction of street pavement, curbs, gutters, alleys, sidewalks, and pavement resurfacing and rehabilitation operations.

Job Duties and Responsibilities

- Plan and organize the work of crews, including Public Works Service Worker I and II's.
- Assist in coordinating and supervision of private contractors/consultants hired by the City of Minneapolis
- Instruct, train and monitor subordinates in the performance of their duties and in the proper use of equipment.
- Recommend additional training for subordinates when appropriate.
- Directs pavement removals, underground utility, concrete, and asphalt work.
- Implement and document Erosion Control requirements on all construction sites.
- Work with project engineers/managers, technicians, and surveyors to implement construction projects.
- Enforce work regulations, respond to grievances, and make recommendations for, or impose discipline as necessary.
- Estimate time and resource requirements for projects.
- Maintain records of equipment, supplies and labor hours using software programs.
- Coordinate ordering of equipment and materials.
- Recommend additional training or discipline for subordinates when appropriate.
- Oversee, recommend, and implement safety policies and procedures.
- Supervise winter street and alley plowing operations.
- May be required to work nights, weekend shifts and/or holidays during the winter to support the Street Department during the winter season.

Required Qualifications

Minimum Education: High School Diploma or equivalent Minimum Experience: Two years' experience in street construction Licenses/Certifications:
- Must have and continue to maintain a valid Driver's License, Commercial driver's license (CDL), desirable.
- Must be obtained within 24 months of hire the following: MPCA Certification Construction Site Installer & Construction Site Manager; MnDOT Traffic Control Supervisor; Certificate Aggregate Production Certification, Grading and Base 1 & 2 Certifications; Concrete Field 1 & 2 Certifications; MNDOT ADA Certification, MNDOT Traffic Control Supervisor and Bituminous Street 1 & 2 Certifications.
Working Conditions: Outside work with exposure to noise, dirt, fumes, and all-weather conditions. The Paving Construction Foreman may be required to work nights, weekend shifts and/or holidays during the winter to support the Street Department during the winter season. Remote work is not available for this position. Background Check: The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position. Selection Process: The examination/selection process for this position may consist of a rating of training and experience and/or an oral examination and/or a written examination (100%). Since the examination process may consist of a rating of training and experience, it is to your advantage to be as complete and thorough on your application form as is possible. Minimum passing score is 80.00. At each step of the selection process, the department reserves the right to limit the number of applicants to be tested. Union Representation: This position is represented by a collective bargaining agreement between the City of Minneapolis and Minneapolis Foremen's Association. Eligible List: The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. Knowledge, Skills and Abilities

- Good knowledge of the techniques of asphalt and concrete street construction work.
- Ability to demonstrate knowledge with concrete form work and placement, correct ADA Pedestrian Ramp construction, asphalt paving running an asphalt paver, pavement removals and grading, and underground excavation in an urban environment.
- Knowledge of the hazards of the work and appropriate safety precautions.
- Knowledge of Erosion Control concepts, documentation, and requirements.
- Knowledge of Work Zone Safety and traffic control procedures.
- Knowledge of the rules and regulations governing the work.
- Basic knowledge of computers
- Strong verbal and written communication skills.
- Ability to plan, supervise and delegate work.
- Ability to maintain accurate records.
