Position Description

The Enterprise Information Management Analyst II position (EIMA II) supports the implementation, maintenance and supervision of the city's information management program and related systems and processes, specifically regarding data privacy and access. EIMA IIs manage complex public requests for data; they work with data requestors and City department representatives to understand and effectively respond to requests. They perform quality assurance regarding request processing and outcomes. EIMA IIs design and lead projects related to data access and privacy. EIMA IIs use specialized software to review, classify, and redact data; support departmental and enterprise projects related to data access and privacy; and participate in review quality assurance. This position requires experience and training in technology related to digital media, audio and video systems and applications and data review and redaction platforms. Job functions involve reviewing documents, video, audio and/or photo data, including police body-worn camera data, and redacting those kinds of data under the Minnesota Government Data Practices Act. Relatedly, the EIMA II is expected to lead projects and work with enterprise partners to ensure solutions to data accessibility barriers. EIMA IIs must develop a deep understanding of the business processes, records, data, and systems across the City and may develop a specialty. They must understand legal and compliance requirements and apply them to City processes, data, and systems. EIMA IIs operate with the support of a team but are responsible for leading projects, performing significant independent work, and identifying and escalating potential issues. Job Duties and Responsibilities

- Support the City's response to requests for information under Minnesota's public records laws, including the Minnesota Government Data Practices Act.
- Plan and oversee data transparency projects, including efforts to identify, gather, protect, and provide data responsive to data requests as well as affirmative provision of data.
- Efficiently review, assess, and redact large numbers of documents responsive to data practices requests.
- Conduct legal research necessary to determine legal requirements applicable to data, information systems, and business processes, including determining classification and retention requirements.
- Help design, evaluate, recommend, implement, and maintain information management-related systems/processes.
- Configure information storage systems; design processes to search, identify, and collect data from information storage systems.
- Develop procedures consistent with the information management program.
- Advise and audit departmental compliance with Information Management program.
- Effectively communicate with stakeholders at all levels and maintain strong relationships despite sometimes contrary interests.
- Provide training to end users.

Required Qualifications

Minimum Education: Bachelor's Degree or equivalent; JD or master's degree is preferred. Area: Information management, law, information technology or library sciences or related. Minimum Experience: Four years of related experience performing work similar to the Job Duties and Responsibilities listed above.
Equivalency: An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

- Good knowledge of ordinances, laws and regulations impacting information retention and data privacy, and the ability to apply that knowledge independently and accurately.
- Ability to interact with the public, build trust and form strong working relationships with internal clients.
- Effectively work on both small and large-scale data and information management projects, including projects affecting multiple departments.
- Strong technical knowledge and the ability to develop familiarity with City operations and systems, including content management systems and systems for reviewing and redacting audio, video and photo data.
- Ability to understand and communicate complex concepts, including legal interpretations.
