Principal Responsibilities - Participate in customer meetings to establish technical criteria for proposal development, and to explain the content and basis of Messer proposals as new business opportunities evolve. - Interface with internal stakeholders to ensure alignment of project scopes and business cases. Participate in reviews with various Messer business development managers, Reliability Managers, and Legal Group to ensure technical, financial, and operational details of proposed solutions are aligned with customer needs and Messer interests. - Participate in the development of a standard package of proposal deliverables (technical documentation, scope split matrices, cost estimates, schedules, project execution strategies, etc.) consistent with the ASU, CO2 and Electronics asset base proposal suite developed by the Project Execution Group. - With assistance, provide the business with capital estimates for proposed projects especially in the upfront stages where gross-order-of-magnitude estimates are required to determine go/no go decisions in the project feasibility phase. - Participate in Proposal Hand Over meetings for all approved projects to ensure clean handovers of proposal work to assigned Project Mangers. - Attend BI- Monthly proposal review meetings with appropriate Reliability Team, ROAM and Execution resources to ensure workload forecasts, actual work progress, and proposal commitments are aligned with available supporting resources. - Review and participate in selection of qualifying vendors, vendor pricing and standard terms and conditions, in conjunction with Procurement. - Participate and develop "lessons-learned" sessions to assist with settlement of disputes, claims, etc., and promote continuous improvement and BOP. - Experience with industrial gas equipment such as compressors, blowers, heaters, and motors; experience with project management related methodologies, including cost control, planning, and scheduling, as well as quality control, and assessments. - Must be willing to travel (10% of time) or as business requires - Knowledge of engineering rules-of-thumb, scaling factors, equipment lead times. - Knowledge of codes and regulations as they pertain to industrial gas projects, i.e. ASME particularly B31.3, NEC, NFPA, building codes, permitting experience. - Familiarity with AACE International cost management principles and methodologies. - Experience using RS Means, Richardson Process Plants Construction Estimating Standards, Compass International Cost Data and equivalent unit cost estimating tools. - Ability to estimate direct and indirect construction costs accounting for location factors, labor rates, productivity factors and escalation to arrive at a total cost solution. - Ability to analyze and account for risk factors and assign appropriate contingencies to the overall estimate. - Experience in Project Execution or Project Development - Effective verbal and written communication skills - Ability to work independently most of the time and coordinate effectively with business management groups, engineering support staff, and plant personnel. - Ability to manage professional and construction contractors - Execution of improvement projects (re-rates, upgrades, etc.) - Ability to support, develop, and maintain relationships with outside specialist consultants / engineering firms Basic Qualifications - Bachelor's Degree in chemical or Mechanical Engineering is required - 3 - 5 years relevant experience Preferred Qualifications About Messer: We offer comprehensive benefits and appreciable pay, with steady schedules and opportunities for ongoing training and career progression.
