Planner II
General Statement of Job
Under occasional supervision, performs professional planning work to assist in the development and implementation of the City's planning program. Work may include research, planning document preparation, development proposal review, public presentations, and related tasks. Coordinates and/or manages special projects or programs as assigned.
Essential Functions
Assists in coordinating the division's interaction and assistance with the general public, and elected officials.
Assists in delegating and supervising the activities of assigned technical and support personnel.
Conducts research regarding physical, economic, and social factors affecting growth in the City.
Coordinates and/or participates in the production of GIS applications and maps.
Develops plans and documents for special planning projects and related activities.
Evaluates land development proposals to determine compliance with local and state regulations.
Maintains zoning maps; reviews site development plans, subdivision plats, landscape plans, etc.
Performs general office/administrative work as required, including but not limited to typing reports.
Prepares reports and graphic display materials descriptive of department research and recommendation.
Provides technical and administrative support to assigned boards and/or committees.
Provides technical assistance regarding land development matters to the public, development applicants.
Receives and responds to public inquiries regarding planning, codes and land development related matters.
Reviews and evaluates the Comprehensive Plan for effectiveness and feasibility.
Reviews proposed ordinances, agreements, etc., and makes recommendations for modification as warranted.
Studies the impact of various private and public planning projects on the City.
Minimum Education and Training
Requires a Bachelor's degree in urban planning or related field supplemented by four (4) years of professional planning experience, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Master's degree and AICP certification preferred. Must possess and maintain a valid state of Florida driver's license. Must possess or obtain the most current FEMA 100, 200, and 700 Incident Command System certifications within 6 months of appointment to the job.

Skill Requirements
Has thorough knowledge of the methods, procedures and policies of the Community Development Department as they pertain to the performance of duties of the Planner II. Is knowledgeable in the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. Has thorough knowledge of the principles, theories, practices and methodologies of urban planning. Is able to apply basic knowledge of economics, engineering, finance and sociology in the planning process. Has a thorough understanding of land use concepts, population densities, and annexation problems. Has the ability to assimilate both technical and theoretical concepts from many diverse disciplines and apply the knowledge in creative and intuitive ways to solve unique problems. Understands specific City/county ordinances as they apply to the duties and responsibilities of the position. Has thorough knowledge of planning and development and land use terminology. Is able to efficiently and effectively collect, tabulate and analyze relevant data and apply it to the planning process.
Is able to coordinate division activities with and negotiate effectively with other City and county departments, property/business owners, engineering / development and construction / real estate professionals, contractors, community leaders, etc., in order to accomplish goals and complete projects. Is able to work under stressful conditions related to balancing multiple projects within the constraints of time available, personnel capabilities, financial resources, and political considerations. Is able to react professionally at all times, dealing with sensitive situations with tact and diplomacy. Is able to make effective presentations and speeches. Is able to make sound, educated decisions. Has the skills and abilities to provide leadership to subordinates and coordinate their work activities. Has the ability to offer assistance to co-workers and employees of other departments as required.
Is able to take the initiative to complete the duties of the position without the need of direct supervision. Has the ability to learn and utilize new skills and information to improve job performance and efficiency. Is able to read and interpret complex materials pertaining to the responsibilities of the job. Is able to assemble and analyze information and make written reports and records in a concise, clear and effective manner. Has comprehensive knowledge of the terminology used within the department. Has thorough knowledge of proper English usage, vocabulary, spelling and basic mathematics. Has thorough knowledge of modern office practices and technology. Has knowledge of and skill in the use of computers for data and word processing, and GIS operations. Knows how to react calmly and quickly in emergency situations. Is able to work effectively despite occasional uncomfortable physical conditions, including exposure to extreme heat and cold, wetness, humidity, odors, dusts/pollen, construction site noise and machinery hazards, etc.
Physical Requirements
Must be physically able to operate a vehicle and a variety of machines and equipment including a computer, telephone, general office equipment, drafting tools, microfiche, plotter, scanner, measuring devices, etc. Must be able to exert up to five pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time, but may involve walking or standing for periods of time, occasionally on uneven terrain. Must be able to lift and/or carry weights of up to twenty pounds.
