MAA is currently accepting applications for the position of Employer - Employee Relations Analyst (Management Advocate I) within the Office of Human Resources at the Baltimore/Washington International Thurgood Marshall Airport.

Responsibilities include but are not limited to the following:

  • Conducting or assisting with employee misconduct investigations, including interviews, evidence gathering, policy review, and recommending disciplinary action.
  • Representing management in grievance, disciplinary, probation rejection, Memorandum Of Understanding (MOU) dispute, and complaint appeal processes, including presentations at the Maryland Department of Transportation (MDOT) and Office of Administrative Hearings (OAH).
  • Providing guidance and information to management regarding personnel actions, discipline, counseling and the appropriate interpretation of personnel laws, rules, regulations, Directives, Standard Operating Procedures (SOP) and Union MOUs.
  • Assisting in mediating conflicts and other employment-related issues between management and employee, including their union representative or attorney, as needed.
  • Assisting the Director of Human Resources and the Employer-Employee Relations Manager in coordinating the MDOT Substance Abuse Program, including random, reasonable suspicion, and post-accident testing and follow-up.

This position is located at the Baltimore Washington International Thurgood Marshall Airport in Anne Arundel County, MD.


Qualifications

Minimum Qualifications:

Education: A bachelor's degree from an accredited college or university.


Experience: Three years of professional experience in employee or labor relations, of which one year must include representing management before an administrative law judge in hearings at the Office of Administrative Hearings, or similar adjudicatory setting, that involve all types of grievance and disciplinary appeal cases, including terminations, on a regular and recurring basis.
* One year of this experience must include independently conducting internal investigations, applying disciplinary procedures according to legal and organizational guidelines, and implementing mediation or training programs for incident prevention and fostering integrity.

This statement contains a Selective Qualification, which is more focused in scope than the Minimum Qualifications for this classification. ?Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skills or abilities).

The ideal candidate should possess the following:

  • A Workplace Investigation Certificate from the Society for Human Resource Management (SHRM) or the Association of Workplace Investigators (AWI)

Note: Possession of a Juris Doctor (J.D.) degree from an accredited law school may be substituted for the required experience.


Licenses & Certifications

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the state of Maryland.
