Job Description Summary:

The Program Manager 3 leads large scale programs of significant complexity in the development and fielding of new capability. These programs typically include advanced development and transition to production in response to formal acquisition programs. They could also be a collection of strongly correlated programs to advance business in specific technical/programmatic communities. The incumbents are recognized leaders in their respective communities and are able to identify, qualify, and capture large programs spanning multiple years in execution.
Air Force and Missile Defense Strategic Systems is seeking a senior Program Manager (PM) to lead transition to production and production for complex inertial guidance subsystems and components. We are seeking a Program Manager with demonstrated large (>$100M) program management and business winning and capture experience who excels in fast-paced, dynamic production environments.

Job Description:

Duties/Responsibilities
* Identifies and develops relationships with critical decision makers within sponsor and customer segments that are aligned with Draper's strategic business areas.
* Performs engagement with sponsors and customers within targeted industries in a specific technical or business area that leads to development and management of a pipeline of a strategically important area.
* Organizes programs and activities in accordance with the mission and goals of the organization.
* Manages all pre-contract and post-award contractual requirements including, but not limited to, protection of Draper proprietary data through non-disclosure agreements, teaming agreements, and Intellectual Property agreements.
* Develops new programs to support the strategic direction of the organization.
* Develops and manages an evaluation method to qualify opportunities and provide bid-no bid decisions.
* Writes program funding proposals to guarantee uninterrupted delivery of services.
* Manages a large team with a diverse array of talents and responsibilities.
* Ensures goals are met in areas including customer satisfaction, safety, quality and team member performance.
* Produces accurate and timely reporting of program status throughout its life cycle.
* Analyzes and manages program risks.

Skills/Abilities
* Demonstrates deep knowledge in one or more technical disciplines related to Draper's critical capabilities.
* Understands customer needs and is able to synthesize solutions to their problems.
* Develops and contributes to a Draper Intellectual Property position or discriminating technology portfolio that transcends project contributions in one or more areas of technical discipline.
* Demonstrates ability to negotiate business terms surrounding Draper's intellectual property, and ensure agreed terms align with both internal and external stakeholder requirements.
* Contributes significantly to Draper's strategic plan and is accountable for execution against assigned objectives.
* Demonstrates the ability to define and/or apply common best business practices.
* Demonstrates highly developed communication skills, both in written and oral forms; clearly communicates with sponsors, management and peers.
* Understand key financial metrics used to measure business performance and how to translate these results into actions.
* Proficiency with Microsoft Office Applications: Word, Excel, and Outlook.

Education
Bachelor's Degree in engineering or business or equivalent required.

Experience
7-10 years program related experience in functional or program management. Experience in program related area with functional or program management. Aerospace systems and program experience is preferred.

Additional Job Description:

  • Demonstrated experience leading large (>$100M) hardware development and/or production programs as Program Manager and implementing Lifecycle Management
  • Demonstrated capture experience implementing the Business Winning process
  • Demonstrated experience leading geographically distributed and matrixed cross-functional program teams
  • Familiarity with Missile Defense Agency missions and stakeholders
  • DOD manufacturing development experience in one or more of the following domains: strategic and long-range offensive or defensive weapons, MEMS devices, conventional and nuclear weapon component/subsystem development and sustainment, highly reliable systems, and components.
  • Program management of technology development and fielding activities and integrating new technology into existing, fielded systems.
  • Compliance and adherence to relevant industry and government production standards, including audit preparation and execution, implementing Quality requirements for manufacturing in accordance with AS9100 production and industry best practices
  • Experience in applying advanced manufacturing techniques including Six Sigma, Lean, and Statistical Process Control is highly desired.
  • Demonstrated application of AS9100 design and manufacturing standards, certification, and operation proofing of factory equipment.

Applicants will be required to obtain and maintain a government security clearance. Ability to obtain and maintain Top Secret, SCI and SAP/SAR is required.
