Under the direction of the Vice Provost of Learning, the Dean of the General Education Academic & Career Pathway oversees the general operations of the General Education Academic & Career Pathway, Correctional Education and the Office of Bilingual Education. The Dean is an innovative learning leader who works collaboratively with faculty, staff, and other administrators in developing and sustaining high quality academic programs to ensure student success.

The Dean encourages and fosters a culture of inquiry about student learning in support of various College strategic initiatives, works in collaboration with District-wide administration, 4-yr transfer and community partners to align programs and curriculum to 4-yr colleges & universities, labor market needs and to maximize opportunities for student success. The Dean is also responsible for planning, directing, and evaluating all assigned functions associated with maintaining and delivering quality academic programs. In addition, the Dean will lead all educational activities in county, state and federal prisons and jails and the point of contact for all community partnerships related to justice involved individuals.


Characteristic Duties and Responsibilities

  • Student Success: Develop and oversee education programs, Pathway goals, objectives, and strategies that align with, and work to attain, goals set in the College's Strategic Plan. Collaborate with the Pathway team to ensure delivery of accurate information to students, faculty, and staff regarding all College services. Maintain valuable working relations and collaboration with other College units/departments, especially those in student services and academic support to ensure student retention, persistence and completion. Using the WE CARE Standards of Excellence, is responsible for ensuring a student-centered culture by building effective cross-functional teams, systems, processes, and procedures that support student success
  • Reporting and Compliance: Prepare reports for local, state, or federal agencies as needed. Responsible for accreditation compliance (as applicable) within their Pathway. Champion a culture of equity-minded, data-informed decision making. Generate and maintain appropriate student reports, individual as well as summary and tracking. Identify and assist in the preparation and administration of local, state, or federal grant applications. Ensures implementation of state policies and directives applicable to the instructional function. Promote systems and processes that ensure data-informed Pathway Program improvement and accreditation compliance. Maintains accuracy and timely reporting for various grants. Reports State and Federal grant information. Monthly submissions for Second Chance Pell grant reports. Submits annual information to the DoE to ensure compliance.
  • Budget Management: Leads the preparation and management of annual budgets for the effective and efficient allocation of pathway resources based on college budget guidelines; interprets college guidelines to the assigned programs and pathway; assists in the preparation of a consolidated budget. In partnership with the facilities team, recommends renovation/construction for on-site and off-site existing and/or potential training facilities.
  • Ethics and Confidentiality: Practices honesty by demonstrating a consistent and uncompromising adherence to strong moral and ethical principles, values, truthfulness and accuracy in all interactions-both on and off campus. Addresses all student and employee behavior in a confidential and respectful manner.
  • Stakeholder Relationship Management: Manages relationships with key stakeholders including but not limited to academic and student support offices, pathway staff members, students, industry partners, and faculty. Collaborates with teams in various functions and design strategies to improve communication and collaboration across teams. Networks and continuously improves external and internal relationships to aid in faculty development and improvement of instructional delivery.
  • Leadership and Supervision: Develops and manages a high-performing, highly-skilled and motivated staff focused on the delivery of quality and value-added services, and allocates cross-functional responsibilities and work processes. Responsibilities include hiring, coaching/mentoring, performance management, and progressive discipline as needed. Collaborates in the hiring and development of general education and correctional education faculty and staff.
  • Community Partnerships: Cultivate innovative public and private partnerships within the local and state level. This will include but is not limited to involvement with the Wisconsin Technical College System(WTCS), the Higher Learning Commission (HLC), and Wisconsin Department of Corrections (DOC). Co-Leads Connecting Learning for M Leadership team, along with Dual Enrollment Coordination, Smart Start and M grants. Maintain partnerships with UW-Milwaukee for program to program transfer, pre-majors partnership, and other partnerships for student success.
  • Grants and Philanthropy: Oversee Federal, State grant and philanthropic funds. Exhibit continued success in establishing grants and funding initiatives to promote the success of the College.
  • Cross Functional Relationships and Collaborative Teamwork: Establishes, maintains, and enhances positive work relationships with MATC staff, faculty, and administrators to further behaviors, attitudes, and policies that support positive student experiences and student success while building a welcoming and inclusive culture at MATC. In collaboration with the HSI and Dual Enrollment departments and leaders, builds, enhances, and grows an academic and workforce innovation ecosystem to support economically disadvantaged students.
  • Continuous Learning & Professional Development: Maintains current knowledge of best practices and standards in higher education with an emphasis on community Colleges. Actively organizes and/or participates in applicable workgroups, trainings, workshops, seminars, committees and professional associations or conferences to promote continuous learning.
  • Other duties: Performs other related duties within the scope of the position as required for the efficient operation of the division and to support institutional objectives.
Delegation of Work:
  • Regularly assigns work to subordinate(s).
Supervision Given:
  • Supervises managerial, supervisory, and professional personnel. Provides recommendations on hiring new employees; on coaching and counseling; on training; and granting time off.


Qualifications

Compliance with all state, federal, and accreditation standards/requirements, as well as all MATC policies and procedures.

Minimum Required Education & Experience:

  • Masters degree or higher and a minimum of eight (8) years of increasingly responsible professional level career technical education experience in academic affairs in a diverse multi-campus environment; prior experience in post-secondary vocational/career technical education.

    Five (5) years of management or supervisory experience of professional staff.

Preferred Education & Experience:
  • Ph.D./ED. D and ten (10) years of relevant experience

Required Licensure/Certification: Must be credentialed in one of the programs in general education and by the Wisconsin Technical College System.

Specialty Skills Needed: Must have knowledge and/or experience working in the general education pathway program. killed in academic, teaching, leadership, management and non-academic business experience.
Knowledge, Skills & Abilities:
  • Academic & Administrative Knowledge: Knowledge of the functions and objectives of the General Education Academic & Career pathway programs, Correctional Education and the Office of Bilingual Education, and support programs and services. Strong understanding of academic administration, vocational, career and technical education. Demonstrated ability to manage and develop program budgets at the federal, state, or local levels.
  • Decision-Making/Strategic Thinking Skills: Be aware of how all decisions might impact facilities, as well as other stakeholders and the college. Must know how to proceed with issues, and help the inquirer assess who should be involved and at what stage. Knowledge of federal and state reporting requirements.

Must have excellent networking skills, understand and participate in collaboration with others, and be able to establish and maintain broad contacts throughout the organization.

Supplemental Information

Start Date: This position supports the General Education Pathway with an anticipated start date of late July or early August 2025.

Hours: This is a 1.0 FTE or 40 hours per work week, 100% IN-PERSON position. Hours are typically Monday through Friday during normal business hours. Flexibility is essential, as the role may require occasional evening, night, and weekend hours, as well as travel to other campuses. Office is based out of our Milwaukee Downtown Campus. Employees will conduct all work hours in the State of Wisconsin, performing work outside the state is strictly prohibited.

Salary Information: This is a exempt salaried position paid $104,866 - $141,572. Salaries determined based on years of experience, internal salary equity, and a review of the applicant's employment and educational background as listed on the fully completed job application.
