Overview
The Vermont Agency of Transportation (AOT) is seeking a motivated and experienced Senior Manager to lead a team of engineers and technicians within the Materials and Certification Section of the Construction and Materials Bureau (CMB), part of the Highway Division. This section, based in Berlin, Vermont, oversees policies and procedures for the statewide Materials Program. The ideal candidate will have a strong understanding of 23 CFR 637, with specific expertise in developing and maintaining a Quality Assurance Program-including Acceptance and Independent Assurance programs-and overseeing Certification and Qualification programs for both personnel and laboratories. The Materials Section plays a critical role in ensuring that materials used in transportation construction projects meet Agency specifications. The team also evaluates new and emerging materials and technologies to enhance the long-term performance of Vermont's transportation infrastructure. Key management responsibilities include:

Duties are performed in offices, and in the field. Incumbents should possess private means of transportation. Attendance at public meetings and hearings is required. Evening or weekend work will be required. A variety of strong adversarial opinions may be encountered. Minimum Qualifications
Associate degree AND eight (8) years or more of management experience in one or more the following areas (a) development of program rules and policies; (b) development of long- and short-range goals and plans: (c) program evaluation; or (d) budget preparation OR highway maintenance, engineering, construction, planning or a combination thereof. OR High school diploma or equivalent AND ten (10) years or more of management experience in one or more the following areas (a) development of program rules and policies; (b) development of long- and short-range goals and plans: (c) program evaluation; and (d) budget preparation OR highway maintenance, engineering, construction, planning.
