Overview

The Project Director will lead the DOC in its implementation of the Medicaid Section 1115 Reentry Demonstration Project. The 1115 reentry waiver initiative is led by the Agency of Human Services Medicaid Policy team, and this position will provide additional capacity to manage DOC's participation including significant operational, technological, and policy system changes both within DOC and impacting DOC.

Vermont's 1115 reentry waiver will provide Medicaid benefits to sentenced people in correctional facilities beginning 90 days pre-release, building on existing health services with the addition of case management focused on continuity of care through the Vermont Chronic Care Initiative. The goals of this project are to improve continuity of care and improve health and reentry outcomes. Post implementation, the Director will be responsible for leading other strategic efforts within DOC including managing projects, workplans, change management, and stakeholder engagement for priority initiatives.

Competitive candidates will be able to demonstrate excellent project management skills. This position requires a high level of coordination and collaboration with all levels of staff within DOC as well as other state agencies, as well as contractors, subcontractors, and external stakeholders, necessitating strong leadership and communication skills. The role demands independence and the ability to think critically while working under pressure and adhering to tight deadlines. Preferred qualifications include experience with the administration of public health, healthcare, social services, or reentry policy and programs; experience with federally funded initiatives; experience working with vulnerable communities; and experience with Vermont DOC, AHS, or other state government.

Environmental Factors

Work is performed in a standard office setting. Some travel may be required for which private means of transportation should be available. Work outside of regular work schedule may be anticipated.

Minimum Qualifications

Master's degree in business administration, public administration, or related field AND two (2) years or more in public administration, tax administration, or managing complex projects in a public setting.

OR

Bachelor's degree in business administration, mathematics, accounting, or related field AND six (6) years or more in public administration, tax administration, or managing complex projects in a public setting.

OR

Eight (8) years or more in public administration, tax administration, or managing complex projects in a public setting.

Preferred Qualifications

Master's degree.

Experience with organizational change management.
