This position is located at the Dundalk Marine Terminal.

The Maryland Port Administration (MPA) is a 204-employee transportation business unit within the Maryland Department of Transportation (MDOT) and is the public face of the Port of Baltimore. MPA was created by the Maryland General Assembly to increase waterborne commerce through the ports in the state. The Port of Baltimore plays an integral role as a economic generator and job creator, in addition to maintaining our nation's supply chain and moving vital goods to industries and consumers. As one of the nation's top ports for total cargo tonnage and overall dollar value of cargo, the Port of Baltimore is also one of the most diverse ports in the United States with over 140,000 jobs in Maryland linked to port activity.

General Role Description:

MPA is seeking a motivated, positive, and driven Agency Buyer I professional to join the Terminal/Maintenance Supply Division. The primary responsibility of this position involves the purchasing, receipt, storage, distribution and disposition of supplies, materials and equipment in support of MPA material management operations. The work involves extensive but relatively routine contact with vendors and with the Purchasing Bureau in initiating requisitions and purchase orders for materials, supplies and equipment.
Some essential duties of this position include but are not limited to the following:
  • Directing and supervising the procurement operations and functions of the MPA Terminal/Maintenance Supply.
  • Preparing and reviewing all final requisitions for all supplies, materials, equipment and service contracts purchased by the MPA and ensures all transactions are recorded in the State Purchasing system.
  • Issues and stocks all supplies and materials for maintenance and shop personnel, maintaining appropriate levels of inventory.
  • Directs and supervises the operations of all office and storeroom personnel directly related to the purchasing section.
  • Secures bids and awards contracts on specific lines of merchandise not purchased through the Purchasing Bureau.

Qualifications

Minimum Qualifications:

Education: Graduation from high school or possession of a high school equivalency certificate.

Experience: Five (5) years of experience in receiving, storing, issuing, purchasing and requisitioning supplies, materials, and equipment, three (3) years of which must have included experience at the supervisory or management level or must have involved the final responsibility for purchasing and requisitioning.

Note:

Education at an accredited college or university may be substituted for one year of the required experience at a rate of thirty credit hours for one year of experience for up to one year of the required general experience.


Licenses & Certifications

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland. All applicants MUST list their driver's license number and expiration date on the application.

2. Employees in this classification will be required to obtain and maintain a Transportation Worker Identification Credential (TWIC) to gain unescorted access to Maryland Department of Transportation Maryland Port Administration facilities.
