SUMMARY

The Drug and Alcohol Program Specialist II/Opioid Settlement Coordinator is responsible for oversight of Opioid Settlement, which may include but not limited to program development, implementation, development and management of projects; coordinate with the fiscal office to complete contracts, letters of understanding, or other appropriate documentation to engage with approved programs; coordinate with the office of performance and planning to have compliance of the programs that receive opioid settlement monies; contract development and compliance oversite; coordinating department services with other systems; data management and analysis and representing the office of Drug and Alcohol in inter-departmental and external committees and initiatives funded through the multiple year opioid settlements.


ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Oversight of Opioid Settlement funds under the supervision of the Administrator of the Office of Drug and Alcohol.
  • Review and update Opiate strategies annually.
  • Ensure all initiatives and projects are following Exhibit E guideline and/or other guidelines; provided by the Opiate settlement trust and others relevant entities.
  • Coordinate planning meetings for initiatives and new opioid settlement funded projects.
  • Gathering of program information; organizing and analyzing information; identify deficiencies and work with providers that include, but are not limited to, evaluating agency programs or projects to determine the extent to which the goals and objectives are aligned with the relevant guidelines provided by the opioid settlement trust and other relevant entities.
  • Develop and make recommendations and suggest program alternatives based on those findings of any deficiencies or limitations.
  • Program development of programs/projects, including working with all relevant parties, including providers, other county offices and other service systems in developing and implementing programs to align with the relevant guidelines provided by the opioid settlement trust and other relevant entities.
  • Develop and utilize tools for managing and analyzing data for planning and service monitoring. This includes regular review of data, identifying potential problems or needs and developing actions to address these problems.
  • Perform quality assurance duties, including regular analysis of data, to ensure that standards of quality are maintained.
  • Hold regular reporting meetings with contracted providers to ensure timely spending of the opioid settlement funds.
  • Attend overdose task force meetings, office of Drug and alcohol staff meetings and other stakeholder meetings.
  • Collaborate and engage effectively with other county offices, outside agencies and state offices to obtain results.
  • Prepare various reports including annual and/or quarterly reports for the Opiate settlement trust and others, as assigned.
  • Prepare outcome reports related to the opioid settlement funds for internal and external reporting, as needed.
  • Assist in writing grant proposals by gathering data and analyzing information to be used, as well as written summaries of data and/or program information, as requested.
  • Perform other duties as assigned.

QUALIFICATION REQUIREMENTS

Qualifications, Knowledge and Abilities

  • A Master's Degree or above from an accredited college with a major in medicine, chemical dependency, psychology, social work, counseling, nursing (with a specialty in nursing/health administration, nursing/counseling education or a clinical specialty in the human services) or other behavioral sciences, public administration or business managementandtwo (2) years of professional experience providing direct service and/or program planning in a human service agency, including one (1) year supervising human service professionals; OR
  • A Bachelor's Degree or above from an accredited college with a major in medicine, chemical dependency, psychology, social work, counseling, nursing (with a specialty in nursing/health administration, nursing/counseling education or a clinical specialty in the human services) or other behavioral sciences, public administration or business managementandfour (4) years of professional experience providing direct service and/or program planning in a human service agency, including one (1) year supervising human service professionals.
  • A strong familiarity with Montgomery County and the community services offered in the region.
  • Demonstrated experience of data collection and data analysis in drug and alcohol programs.
  • An understanding of substance use disorder (SUD) and the challenges facing this population.
  • Strong working knowledge of the Department of Drug and Alcohol Programs' policies, procedures and regulations;
  • A strong commitment to diversity, equality, and inclusion.
  • Working knowledge of the Department of Health policies and procedures.
  • Proven ability with program planning, program development, budgeting theory and processes and their application to agency programs and resource allocation.
  • Experience building and maintaining partnerships with inter- and intra-agency staff, associates and the general public.
  • Ability to analyze data, program or project reviews and make recommendations.
  • Ability to make clear and pertinent statements, both verbally and in writing.
  • Ability to travel and attend meetings off-site.

Computer Skills

To perform this job successfully, an individual should have:

  • Basic to Intermediate Microsoft Word skills.
  • Intermediate to advanced SharePoint and OneDrive skills.
  • Intermediate Outlook skills (Email and Calendar).
  • Advanced Excel skills.
  • Basic to Intermediate meeting platforms (Zoom and Microsoft Teams).
